【摘要】 项目后评价是项目建成投产完成后对项目进行的综合性评价活动,是一个技术经济分析、论证的过程,也是项目全寿命周期管理中不可缺少的一项重要环节。运用现代系统工程理论,结合企业所在行业的实际情况,构建科学、合理的指标体系。项目后评价对于提高管理水平、降低投资风险、充分发挥投资效益、优化资源配置和投资结构,具有重要作用。首先,本人客观地阐述了国内外项目后评价领域研究,梳理相关理论内容和比较各种评价方法,根据YSDD公司实际情况深入分析烟气脱硝项目后评价工作中存在的问题,并结合目前国内外已有项目后评价研究的最近成果的基础上,提炼出一套针对于YSDD公司烟气脱硝项目后评价的思路和方法。其次,在评价指标体系设计原则的指导下,从科学性和可行性的角度出发,以动态发展的思路,系统性开展项目后评价理论研究,从项目过程、项目效果和效益、项目环境和社会影响、项目可持续性等方面,选取切合实际的评价指标,构建了烟气脱硝项目后评价的指标体系,全面探讨烟气脱硝项目后评价方法,运用逻辑框架法、对比分析法和成功度评价分析法,系统的创建了YSDD公司烟气脱硝项目后评价模型,并将构建的烟气脱硝项目后评价体系运用到实际案例中(JS电厂烟气脱硝项目),通过项目前期决策、工程建设、生产运营、技术水平、财务效益、环境影响、社会影响和项目可持续性发展等各方面,充分验证了烟气脱硝项目后评价体系的科学性、系统性和可操作性。最后,应用成功度分析法对项目的实施和成果进行评价总结。本人针对评价过程以及结果做了全面深入的剖析,对YSDD公司烟气脱硝项目后工作进行了全面系统的构建评价体系,就今后开展项目后评价工作,提出了完善项目后评价建议和整改措施,为今后开展项目后评价工作提供参考和借鉴。更多还原

【Abstract】 Project Post-evaluation is a comprehensive evaluation activity after the completion of the project and put into operation,is a process of technical and economic analysis and demonstration.Project Post-evaluation on the basis of the theory of modern system engineering,combined with the actual situation of enterprise industry,constructing scientific and reasonable index system,plays an important role to give full play to the investment benefit,reduce investment risks,and optimize resource allocation and investment structure.Firstly,I objectively describes the project post-evaluation research both at home and abroad,comb the relevant theoretical content and comparing a variety of evaluation methods;On the basis of actual situation of YSDD Company,analyze in-depth the problems existing of flue gas denitration project post-evaluation,combining with the existing project post-evaluating research results at home and abroad,extracts a set of idea and method of flue gas denitration project post-valuation for YSDD company.Secondly,under the guidance of the evaluation index system design principle,from the perspective of the scientificalness and feasibility,with dynamic development train of thought,systemically start project post-evaluation theory study;And from the project process,project effect,project environmental social impact,project sustainability and so on,select practical evaluation indexes,and constructed an index system of the flue gas denitration project post-evaluation,discuss methods of the flue gas denitration project post-evaluation.By using the method of logical framework,contrast analysis and the successful degree evaluation analysis,establish systematically the YSDD company flue gas denitration project post-evaluation model.And put the system into practice,the actual case(JS)power plant flue gas denitration project.Through early stage of the project decision-making,engineering construction,production operation,technical level,financial benefits and environmental impact,social impact,and projects sustainable development and etc.,fully verified the flue gas denitration project post-evaluation system is scientific,systematic and operability.Finally,evaluate and summarize the implementation of the project and results by success degree analysis methodI did a comprehensive in-depth analysis to the evaluation process and results,and conducted a comprehensive systematic summary on YSDD company flue gas denitration project post-evaluation,advances some Suggestions on perfecting the project post-evaluation and corrective actions,which offer reference for the future similar projects.更多还原
