【摘要】 近年来,流域经济快速发展,经济规模和经济发展速度不断提升的同时,流域生态环境遭到了严重破坏。经济发展模式的不合理性以及在经济发展过程中忽视经济与生态建设之间的协调关系,成为影响流域实现可持续发展的重要因素。渭河是陕西的“母亲河”,自西向东流经了宝鸡、咸阳、西安和渭南四市,全省的63%的人口住在渭河流域,渭河流域的经济发展和生态建设均在很大程度上影响着陕西人民的生活水平和生活质量。为此,测度陕西渭河流域经济与生态建设协调度,对认识和改善陕西渭河流域经济与生态建设的协调发展具有重要的理论意义和实践意义。论文主要研究陕西渭河流域经济与生态建设之间的协调度。首先对论文所涉及的相关概念及理论基础进行具体描述,并对国内外的相关文献进行了梳理,为本文的研究奠定了理论基础。其次,分析了陕西渭河流域经济与生态建设发展现状并对二者之间的对立统一关系进行了分析。再次,论文构建了流域经济指标体系和生态建设指标体系,并介绍了陕西渭河流域经济与生态建设之间的协调度由①流域经济系统内部协调度②生态建设系统内部协调度③流域经济与生态建设两个系统之间的协调度三个部分组成,其中流域经济子系统和生态建设子系统内部协调度运用序参量功效函数协调度模型计算,流域经济系统与生态建设系统之间的协调度运用主成分分析法、回归拟合模型以及模糊隶属度协调模型综合方法计算,最终得出陕西省渭河流域四市经济与生态建设之间的协调度,将四市流域经济与生态建设之间协调度运用算数平均法计算得到陕西渭河流域经济与生态建设之间的协调度。结果表明:(1) 2005-2014年陕西渭河流域经济与生态建设复合系统协调度虽然不断波动,但是整体呈现不断提升的状态,两系统也在朝着不断协调的方向发展。(2)陕西省渭河流域经济与生态建设发展协调度总体上分为三个阶段,2005-2008年的“不协调”阶段,2009-2011年的“弱协调”阶段,2012-2014年的“比较协调”阶段。(3)运用灰色相对关联法分析出影响协调度的五大主要因素分别为环境保护支出、经济发展水平、城市维护建设资金支出、废弃物的综合利用水平和社会固定资产投资。最后,根据以上结论提出了陕西渭河流域经济与生态建设协调发展的政策建议:促进流域经济结构调整;优化流域经济增长方式;提高流域生态建设水平;增强流域系统综合发展能力。更多还原

【Abstract】 In recent years, with the rapid development of economy, the ecological environment of the river basin has been severely damaged, along with the economic scale and economic development. The irrationality of the economic development model and the coordination between economic and ecological construction in the process of economic development are the important factors affecting the sustainable development of the basin. Weihe is the "Mother River" of Shaanxi, the west by Baoji, Xianyang, Xi’an and Weinan four cities to the East, the province’s 63% population live in Weihe River Basin, Weihe River Basin Economic Development and ecological construction in Shaanxi has great influence on people’s living standards and quality of life. Therefore, it is of great theoretical and practical significance to measure the coordination degree of economic and ecological construction of Weihe River Basin in Shaanxi, and to understand and improve the coordinated development of economic and ecological construction of Weihe River Basin in Shaanxi.This paper mainly studies the coordination between economic and ecological construction of Weihe River Basin in Shaanxi. First of all, the paper describes the related concepts and theoretical basis, and combs the related literature at home and abroad, which lays a theoretical foundation for this study. Secondly, this paper analyzes the present situation of the economic and ecological construction of Weihe River Basin in Shaanxi, and analyzes the unity of opposites between the two. Again, the paper constructs the index system of basin economy and ecological construction index system, and introduces the degree of coordination between economic and ecological construction of Weihe River Basin by the economic system, of internal coordination of the internal coordination between the economic system of ecological construction and ecological construction of the watershed two system coordination degree of three parts,including basin economic subsystem and ecological construction subsystem internal coordination degree using the order parameter function to calculate the coordination degree model between watershed economic system and ecological construction system coordination degree using principal component analysis to calculate the regression fitting model and grey relational analysis method, comprehensive method, finally obtains the degree of coordination between economic and ecological construction in Weihe basin in four cities in Shaanxi province the economic and ecological construction, between the four City watershed coordination degree using the arithmetic average method to calculate the economy of Shaanxi River Basin in Weihe Coordination degree between ecological construction and ecological construction. Results: (1)the coordination degree of the complex system of economic and ecological construction in the Weihe River Basin of Shaanxi has fluctuated continuously in 2005-2014 years, but the overall situation has been continuously improved, and the two system is developing in a coordinated direction. (2)the coordination in Weihe basin of Shaanxi Province Economic and ecological construction and development of 2005-2014 is divided into three stages, 2005-2008 years of"coordination" stage, 2009-2011 "weak coordination" stage, 2012-2014 "coordinated" stage. (3)by using the grey relative correlation analysis on five major factors of the coordination degree respectively for city maintenance and construction capital expenditures and the level of economic development, social security expenditure, comprehensive utilization of waste and social investment in fixed assets. Finally, according to the above conclusion put forward economic and ecological construction of the coordinated development of the Shaanxi Weihe basin policy recommendations: to promote stable economic growth; the optimization of the mode of economic growth; increase investment in ecological construction; enhance the comprehensive development capacity of the system.更多还原
