青岛市公共信用信息平台方案设计与实现

【摘要】 公共信用是发生在公共生活领域的信用,政府是公共信用最重要的供给主体。目前,全国各地不断加强征信体系建设,个别城市已经成立了公共信用信息服务中心,并建立了公共信用信息服务平台,在政务服务领域实现了“让失信者寸步难行,让守信者一路畅通”的可喜局面。多年来,青岛市一直致力于政务信息资源的整合和共享工作,为青岛市公共信用信息平台建设奠定了良好基础。本文从政府对公共信用信息管理和应用的实际出发,以建设企业法人、个人、非企业法人三个公共信用信息数据库、一套公共信用信息交换共享管理系统和一个“信用青岛”网站为目标,建构了一套从数据汇集到应用管理的完整的公共信用信息平台体系。公共信用数据库重点通过ETL、BCP等数据交换技术的应用汇集机关和公共机构在履职过程中获取和产生的信用信息,建成以社会信用代码为标识的法人信用库和以居民身份证号码为标识的个人信用库;公共信用信息交换共享管理平台集公共信用信息目录管理、信息汇集、管理、查询、使用、异议处理、联合惩戒和安全保障等全流程管理于一体;“信用青岛”网站集信用法律法规查询、信息公开、授权查询、异议申请与反馈等功能于一体,并基于统一的用户授权管理体系,开发建设移动终端公共信用信息服务应用。最后利用政务云资源搭建hadoop集群进行部署,并在部署过程中从网络、系统、数据等多方面考虑信息安全保障。更多还原

【Abstract】 Public credit is the credit in the field of public life,and the government is the most important supply subject of public credit.At present,throughout the country continue to strengthen the credit system construction.Individual cities have set up a public credit information service center,and the establishment of a public credit information service platform,in the field of government services to achieve a "let the believers unable to move,so that keepers keep all the way" gratifying situation.Over the years,Qingdao has been committed to the integration of government information resources and sharing work for the construction,the public credit information platform has laid a good foundation.Based on the reality of the government’s management and application of public credit information,this paper aims to build three public credit information databases including legal person,individual and non-enterprise legal person,a set of public credit information exchange and sharing management system and a "credit Qingdao" website.So constructs a complete public credit information platform system from data collection to application management.The public credit database focuses on the application of ETL,BCP and other data exchange technology collection agencies and public institutions in the process of duty to obtain and generate credit information,built to social credit code for the identification of corporate credit library and the identity card number Personal credit information exchange management platform set common information information directory management,information collection,management,query,use,objection processing,joint disciplinary and security and other full management of the whole process;"credit Qingdao" website set credit Legal and regulatory inquiries,information disclosure,authorization inquiries,objection applications and feedback functions in one,and based on a unified user authorization management system,the development and construction of mobile terminal public credit information service applications.Finally,use the government cloud resources to build hadoop cluster for deployment,and guarantee information security in the deployment process from the network,systems,data and other aspects.更多还原
