【摘要】 20世纪70年代,全世界兴起了一股被称为国家和市场之外的力量—社会组织。到今天,世界的方方面面都有大量的社会组织在发挥作用,民众也参与着不同的志愿活动,为社会的各个方面服务。近年来,政府提出社会管理创新,构建“小政府,大社会”的服务型政府构想,政府开始转型,社区成为了社会服务和管理的重要平台,政府通过大量政策支持社区的发展,随着社区建设兴起,社区志愿组织迎来蓬勃发展的机会。然而,我国志愿服务发展得比较晚,力量还比较薄弱,虽然近几十年社会组织、志愿服务发展比较迅猛,也仅仅是在政府的推动下,通过大型的政府项目或者社会组织项目在发挥者作用,作为最基层的社区志愿服务仍然非常脆弱,社区志愿组织的力量更是小之又小。近年来,社会工作在国家的重视下,取得了重大的发展,社会工作专业性加强,社会工作专业方法得到有力发展,社区社会工作与社区志愿组织培育结合,社会工作将用社会工作专业方法、专业理念改变社区发展。基于此,如何将社区社会工作跟社区志愿组织的发展结合起来,社会工作将从哪些路径培育薄弱的社区志愿组织,使社区志愿组织成为社区服务的帮手,本文将透过增权的视角,检视社区志愿组织的培育发展。本研究以社区志愿组织为研究对象,在查阅了大量相关文献的基础上,通过对H社区编织社、社工站等的主要相关人员访谈,多次参与了H社区、H社区编织社的相关活动,收集并整理了大量H社区编织社志愿服务队的相关情况。以增权理论为指导,透过增权的视角分析H社区社工站在介入H社区编织社志愿服务队培育发展的过程。分析H社区社工在介入H社区编织社志愿服务队的培育目前所取得的成就及不足。最后文章从权能实现的内外两条路径,探讨社区志愿组织的发展,应当结合外力推动增权和个体主动增权路径,实现社区志愿组织的增权发展。更多还原
