煤炭铁路专用线安全评价研究

【摘要】 自改革开放以来,随着我国经济的飞跃发展,许多企业和工厂规模不断扩大和经济效益的显著提高,所需的原材料和生产出的产品数量也在不断增长。为了适应企业的发展格局,修建了供所属单位运输货物的铁路专用线。据统计,煤炭铁路专用线在铁路专用线中所占比例较大,数量已达上千条,公里数超过一万多公里,承载着大量货物运输任务,是我国铁路运输网乃至交通运输网的重要组成部分。煤炭铁路专用线大多处于偏远地区,存在设备老旧失修、工作人员素质较低以及安全管理落后不合理等问题,安全状况令人堪忧。对煤炭铁路专用线进行科学合理的安全评价,找出存在的安全隐患,减少甚至消除安全风险,对煤炭铁路专用线的发展具有重要的现实意义。煤炭铁路专用线是一个复杂的系统,运输业务包括了行车组织、机务作业、工务维修、电务维修、车辆检修五个大的门类。论文根据生产经营单位安全评估的原理和原则,主要从这五个方面阐述这些运输业务安全现状,存在的危险有害因素,提出相应的对策和建议。除了对上述各项业务进行安全风险分析,论文分析了安全管理中存在的风险因素,明确安全管理的不足之处,将为提高安全管理水平,奠定重要的制度和执行基础,以及研究了煤炭铁路专用线两个突出的问题,即平交道口问题和线路养护维修周期确定问题。根据上述对煤炭铁路专用线安全影响因素的分析,建立与我国煤炭铁路专用线安全现状相匹配的安全评价指标体系,采用模糊层次分析法给出各指标的权重,运用动态模糊理论建立铁路专用线安全评价模型,计算各级指标的模糊值、评价等级,得到指标的发展趋势,形成铁路专用线动态评价结果,为专用线安全管理提供参考和依据。最后,以赤大白铁路专用线为例,对其安全性进行评价来验证模型的可行性。

【Abstract】 With the rapid development of economy,the scale of many enterprises and factories has been expanding, and the economic efficiency has been significantly improved since the reform and opening-up, and materials and the number of products is growing. The railway line for transporting goods belonging to the unit is constructed to adapt to the pattern of enterprise development. According to statistics, the coal railway line occupies a large proportion in the railway line,whose number has come to thousands with more than ten thousand kilometers, carrying the task of much cargo transport, and it is an important part of China’s railway transportation network and even transportation network. Most of these are located in remote areas. With the unreasonable problems of obsolete equipment,low quality staff and backward security administration,its security situation is worrying. It is of great practical significance for the development of coal railway line to carry out scientific and reasonable safety evaluation, find out the hidden dangers as well as reduce or even eliminate the security risks.Coal special railway line is a complex system,transportation services include the traffic organization, maintenance operations, maintenance, electrical maintenance, vehicle maintenance in five major categories. According to the principle of safety evaluation of the production and operation entity, this paper mainly expounds the current situation of the safety of the transportation business, the dangerous and harmful factors in these five aspects,and puts forward the corresponding countermeasures and suggestions. In addition to the above analysis of safety risk factors, this paper analyzes the risk factors existing in the safety management, and point out deficiencies of safety management, which supply the improvement of the level of safety management with system and implementation foundation.Besides, the paper also studies two outstanding issues of coal railway line, namely the level crossings problems and the cycle determination problem of line maintenance.Based on the above safety factors analysis of the coal railway line, the safety evaluation index system matching safety situation of coal railway line in our country should be established. Use fuzzy analytical hierarchy process to provide the weight of each index, and use dynamic fuzzy theory to establish safety evaluation model of special railway line. Then calculate the fuzzy value and evaluation grade of each index, finally get their development tendency and form the dynamic evaluation of railway private siding, which provide reference for the safety management of special railway line. In the end, taking Chifeng-Daban-Baiyinhua Railway as an example, the safety evaluation is carried out to verify the feasibility of the model.
