【摘要】 在粮食问题上,我国长期以来存在着重粮食生产轻粮食流通的观念,导致在粮食流通领域存在着粮食市场化建设不健全、市场化价格机制不完善、储备粮政策不完整、粮食宏观调控力度较弱等一系列的问题。粮食局作为粮食流通领域的具体行政职能部门,虽然其在计划经济时期发挥了重要的作用,但随着我国市场经济体制改革的逐渐深入,以及粮食逐步市场化的今天,粮食局的具体职能正在逐渐地淡化。粮食局本身存在的历史遗留问题过多以及其作为政府部门的行政效率低下等原因,使得其在履行行政职能中面临着种种的问题,粮食局迫切地需要职能的重新定位,发挥应有的作用,从而更好地实现向服务型政府部门的转型。地方粮食局在粮食市场化的大背景下,面对着地方粮食自给率低、国有粮食企业市场占有份额减少、粮食宏观调控能力减弱以及整个粮食系统发展停滞不前等的一系列的现实问题中,如何实现地方粮食市场的保供稳价,从而真正保障地方的粮食安全,考验着地方粮食局职能的发挥。本文在梳理地方粮食局的职能变迁的基础上,着重论述了其行政职能的履行情况,并根据履职情况分析地方粮食局面临的问题,着重研究产生问题的原因,并结合其他学者的研究成果,针对相关问题提出对应的解决办法。同时结合现今“大部制”改革的大背景,提出了实现地方粮食完全市场化的理念,在此理念的基础上对地方粮食行政部门进行相应的部门整合,同时重新定位地方粮食局的行政职能,从而找出适合地方粮食局转型发展的道路。更多还原

【Abstract】 On the grain issues,our country has always put the stress on grain production rather than grain circulation,which lead to a series of problems in grain circulation,such as construction of grain market is imperfect,price mechanism of marketization is incomplete,policy of grain reserve is half-baked,the power of grain macro-control is weak etc.Grain bureau,as a specific functional department in grain circulation field,has played an important role in the period of planned economy.But within the reform of market-oriented economic system and the marketization of grain,grain bureau and its functions becomes weaken gradually.And because there are a lot of historical problems in grain bureau as long as its efficiency of administration is low,which makes the grain bureau facing a lot of problems within perform its functions.It is important to relocate functions of grain bureau in order to play a better role,so it can transition to a service-type government department.Under the background of grain marketization,local grain bureau is facing a lot of problems: local rate of grain self-supporting is too low,state-owned grain enterprises share a too small market,the power of grain macro-control is weaker,the whole grain system has stop to develop etc.How to stabilize the local grain market and its price,in order to keep grain security tests the display of function of local bureau.Firstly,this article comb the history of local grain bureau and its functions.Then base on the display of functions,itexpound the problems with functions display of local grain bureau,and then emphatically analyze the reason.After that,consider the giant department reform and other research results,this article come up with the idea of complete marketization of local grain market.Based on this concept,integrate the departments of local government,and relocate the functions of local grain bureau,and then find the adaptive way of transformation development of local grain bureau.更多还原
