【摘要】 进入二十一世纪以后,我国老年人口占总人口的比重不断提高,老龄化压力不断增大,老年人的养老问题已成为全社会关心的热点问题。近来年,我国的养老模式也在不断创新。我国学者通过借鉴西方国家的养老经验,从我国的国情出发,提出了政府购买居家养老服务的新型养老方式。在这一模式下,政府不再直接提供服务,而是作为服务的购买者,通过社区和社会组织的力量为老年人提供居家养老服务。在此背景下,“新公共服务”理论所强调的“服务而非掌舵”,“以人为核心”,“重视公共利益和责任精神”,“强调公民意识与民主精神”等意涵正是当前政府购买居家养老领域所需要的。本文以实证调查的方式,以北京市海淀区内M社区为具体研究对象,分析其政府购买居家养老服务的实践,总结其购买过程中存在的问题,并从新公共服务理论视角,提出了建立平等竞争环境、科学引入PPP模式、优化契约服务、完善服务供给、量化服务标准、保证服务可持续的对策建议。更多还原

【Abstract】 After entering the twenty-first century,the proportion of the elderly population and aging pressure in our country has been increasing,and the old-age pension problem has become a hot topic of concern to the whole society.In recent years,China’s pension model is also constantly innovating.China’s scholars learn from the experience of western countries and put forward government purchase for the elderly from the national conditions of our country.In this model,the government no longer directly provides services,but act as a service purchaser,provide home care services through the community and social organization for the elderly people.In this context,the theory of "New Public Service" emphasizes "service rather than the helm," "people-centered","attach importance to the public interest and the spirit of responsibility","emphasis on civic awareness and democratic spirit"The government needs to buy home care.Based on the empirical investigation,this paper analyzes the practice of the government to purchase the old-age care service in the M community in Haidian District of Beijing,summarizes the problems in the purchase process,and draws lessons from the theory of "New public Service" theory,strengthen financial support,attach importance to services,strengthen supervision and other aspects of the proposed policy recommendations to solve the relevant issues.更多还原
