【摘要】 目前,我国为了解决“三农”问题,加大了对农业的投入,财政支农资金在种类上和数量上都有很大的提升。然而,由于我国现行体制下的管理模式,财政支农资金出现使用分散、重复交叉、效率低下的现象,中央针对这一问题,提出了统筹整合财政支农资金的政策。本文以河南省DC县为研究目标,对目前DC县的财政支农资金整合工作进行了深入的研究。从DC县的财政支农资金整合工作来看,目前DC县整合工作缺乏领导的重视,没有高规格的整合机构;整合机制缺乏统一的规划,支农项目杂乱;整体的整合规模很小,没有形成资金整合的合力;资金缺乏高效的监督,还存在浪费、闲置的现象。出现这些问题的原因主要是DC县开展财政支农资金整合工作的时间还不久,还在摸索阶段,DC县本身的财力也非常有限,同时还受到了我国现行体制和制度的影响,整合工作出现了很多问题和阻力。针对DC县目前整合工作出现的问题,提出了一些可以让DC县参考的建议。首先要对整合机构进行健全,使整合工作受到DC县领导的重视,明确整合工作的目标;加强各涉农部门对整合工作的意识,对DC县现有的整合机制进行创新;将支农项目进行统一的规划,建立以优势产业为载体的整合平台;各级政府要确定在整合工作中自己的职责;对整合资金要进行全方位的监管,避免资金在使用的过程中出现问题。更多还原

【Abstract】 Recently,China has been putting on increasing spending on agriculture.In order to solve the coming issues related to "agriculture,rural areas and farmers”,the types and amount of agricultural financial subsidies have improved dramatically.However,due to China’s management mode under current system,financial support on agriculture spread in the use of repetition and low efficiency.To solve this problem,the government puts forward the policy of.overall integration of financial funds for supporting agriculture.Based on the fact that DC county of Henan Province as the research target,this article carried out in-depth research of DC county’s current Financial Expenditure for Agriculture integration work.From the perspective of DC County’s processing,it shows a lack of the attention on the leadership and high specifications of the integration of institutions;Integration mechanism has working without unified planning.The agriculture supporting project clutters and the overall integration is in a small scale.There is basically no capital integrated force;Also,the lack of efficient supervision of funds leads the facts of fund wasted even unused.The reasons for these problems are mainly about DC county has only carried out the integration of finance supporting agriculture budget work in a short amount of time.Basically,it is still in groping stage.The resources of DC County itself are very limited.In the meantime,affected by our current policy and system in China,there are many problems and resistance going on in this integrating process.Focusing on DC county’s integration problems,we put forward some suggestions for reference.First of all,the integration mechanism must be complete and perfect,thus,the integrating work will draw the attention to the DC county leaders so they would the aim of the integration explicit.Moreover,the consciousness of various agricultural departments shall be strengthened,which leads to the DC county existing integrated mechanism innovation;To support agriculture project with unified planning,a platform by taking advantage of the integration of competitive industries as the carrier will be established.Last but not least Government departments at all levels have to determine their duties in the integration;For the integration of capital,the government must carry on the omni-directional supervision,thus,to avoid problems in the process of using the capital.更多还原
