【摘要】 网络技术的飞速发展,培育了众多的互联网公司,也极大地推动了互联网的发展,随着中国网民群体的规模日益壮大,互联网渗透到了中国民众生活的方方面面,彻底改变了中国民众的生活方式,使民众愿意通过互联网来接收外界信息、传播自己的声音。同时,随着中国社会转型期财富流动不均衡、社会阶层固化严重等各种矛盾的堆积和叠加,民众心中愤激情绪不断上升,处于一点就着的状态,而互联网正好成为社会压力发泄释放的“出气口”,互联网为民众提供了“人人都是记者”的可能,尤其是社会上存在着“信访不如上访、上访不如上网”的尴尬现状,导致涉警网络舆情的发起者希望通过互联网这个平台把自己的声音传播开,让更多的网民知晓,给公安机关造成强大的舆论压力。涉警网络舆情因为涉事主体警察身份特殊性,经常成为民众谈论的焦点和关注的热点,处置不当极易影响警民关系、党群关系,甚至对社会稳定与和谐带来极大地不确定性。在当前日益复杂的社会环境下,公安机关如何应对涉警网络舆情,已经成为公安机关社会综合治理现代化中的一项重要课题。江西省作为一个内陆欠发达省份,江西省公安机关历来高度重视涉警网络舆情的处置,近年来更是完善机构职能、建立舆情引导机制,加强警媒合作,重视和发挥新媒体的宣传作用,但在实际操作中还存在着认识不足、处置不到位、处置机制不健全等一系列问题和不足,这些问题极大地降低了公安机关处理涉警网络舆情的效率和效能。为更好地推动江西省公安机关对涉警网络舆情处置,本文以“江西省公安机关处置应对涉警网络舆情”为对象进行研究,运用了文献分析法、案例分析法、比较分析法,通过梳理新形势下江西省公安机关对涉警网络舆情的处置经验,借鉴国内外的先进经验,分析问题和不足,因此而提出符合江西省省情的措施,为进一步推动江西省公安机关涉警网络舆情处置提供可行的对策和建议。全文共七章,分三部分,第一部分是导论,共一章,主要说明本题目的研究背景、目的、意义、国内外研究现状以及研究的内容和方法等。第二部分为正文,共五章。首先在理论研究部分,主要对涉警网络舆情及涉警网络舆情的管理等相关概念进行阐述,为论文奠定理论基础;其次对江西省公安机关应对涉警网络舆情的现状进行介绍,指出存在的主要问题,并以某案例为例进行详细分析。最后通过分析其他省市应对涉警网络舆情的相关经验,提炼出新形势下江西省公安机关应对涉警网络舆情的处置机制策略。第三部分为概括性总结,共一章,指出研究结论及以后应进一步研究的方向。更多还原

【Abstract】 The rapid development of network technology,the rise of Internet companies,the involvement of the capital of market.All of these have greatly promoted the rapid development of the Internet.The Internet is becoming the "fourth media" which has the greatest influence on people,following the newspaper,radio and television.It is followed by huge changes in carrier and transmission of public network opinion.At the same time,with the uneven of flow of wealth in the transition period of Chinese society and the accumulation of various contradictions in the social stratification.People are in the mood of breaking out at anytime.Internet can just become the pressure outlet of them.What’s more,Internet provides the possibility that "everyone can become a reporter." The society is in an embarrassed situation that " Petition is not better than Surfing the Internet ".A variety of petitioners,activists,whistleblowers expect to arouse the attention of government and public,so they can cause the situation of public pressure over the legal deterrence.In many cases of network public opinion,the police network public opinion,with the special characteristics of police officers,often become a public concern.If it is handled improperly,it may easily affect the relationship between the police and people,and even bring bad effect on stability and harmony of society.Under new situation,how to deal with network public opinion and crisis has become an important issue of public security organizations modernizing social comprehensive management.Jiangxi province is a landlocked underdeveloped province.Its public security organizations have always attached great importance to the disposal of public opinion in the police network.In recent years,it improved the functions of the organization,established public opinion guidance mechanism,strengthened the cooperation of police and media,paid attention to propaganda of new media.However,there are still a series of problems and shortcomings in the practical operation,such as the lack of ideology,improper way of disposal,the disposal of institutions is not perfect and so on.The existence of these problems greatly reduce the efficiency and effectiveness of public security organization dealing with network public opinion.In order to better promote the public security organs of Jiangxi province to deal with the public opinion of the police network,this article makes "Jiangxi Province public security organs dealing with the police network public opinion" as the object to study,using literature analysis,case analysis,comparative analysis.By sorting handling experience of Jiangxi province public security organizations for network public opinion under new situation,referring to advanced experience of home and abroad,analyzing the problems and shortcoming of the public security organizations of Jiangxi province,we need to put forward the measures to meet the situation of Jiangxi province and provide feasible countermeasures and suggestions to further promote the police network disposal of Jiangxi province security organizations.The article is consist of seven chapters and divided into three parts.The first part is introduction,with only a chapter,mainly describes the background,purpose,significance,domestic and foreign research status and research content and methods of this research.The second part is the text,a total of five chapters.First of all,the theoretical research part mainly elaborates the related concepts of police network public opinion and its management,laying the theoretical foundation for the article.Secondly,it introduces the current situation of public security organization of Jiangxi province and analyzes some cases in detail and then analyzes some cases of other provinces public security organizations dealing with police network public opinion.Finally,it extracts the police network public opinion disposal mechanism under new situation.The third part is a summary,pointing out the conclusion of the study and the direction of further study.更多还原
