【摘要】 随着互联网技术的发展,“互联网+政务服务”能力的不断提升,大众对政府网上办公的认识也逐渐加深,用户对政府信息的需求呈现上升趋势,政府网站文件的功能和价值因此也得以突显。政府网站也成为政府信息创建、发布、传播和使用的重要交流平台。而政府网站发布的信息呈指数型增长,由于管理不善、存储不及时,其中大量具有永久保存和利用价值的政府网站文件面临或“丢失”或无法“链接”或无法“显示”的风险。作为社会记忆来源之一的政府网站文件,对其进行妥善的存储和管理,对人类文化遗产的长期可存取具有重要意义。因此如何保存有价值而又易逝的政府网站文件已成为档案理论界与实践界共同关注的焦点。但目前关于政府网站文件的存储管理尚未引起足够的重视,缺乏一套可操作性的存储管理模式。因此,本文选取政府网站文件为研究对象,从政府网站文件创建之初进行研究,分析其存储管理过程中存在的问题,进而提出政府网站文件存储管理的模式。本文以文件生命周期理论、文件连续体理论和前端控制原则为基础,通过网络调查、半结构化访谈等方法,调查我国政府网站文件在政府网站上的管理现状以及后期的存储管理情况,并对存在的问题进行详细分析,进而提出政府网站文件存储管理的模式。本文从结构上分为七章,主要包括绪论、国内外研究现状与相关理论技术、存储管理现状调查分析、政府网站文件云存储管理可行性研究、云存储管理模式的构建、以吉林省政府网站为例的实验研究、保障措施以及研究结论。第一章为文章的绪论部分,这部分主要阐述了政府网站文件云存储管理的的研究背景、研究意义、研究思路及研究方法,并说明了本文的研究创新点。第二章介绍了国内外研究现状以及本研究所依据的理论基础,如文件生命周期理论、文件连续体理论和前端控制理论。概述了研究所需要的技术基础。第三章对我国政府网站文件云存储管理的可行性进行研究,是本论文核心章节之一。本文通过浏览我国政府网站文件的管理现状以及通过半结构化访谈的方式了解我国政府网站文件的存储管理情况,对其中存在的问题进行原因分析,然后在分析云存储应用于政府网站文件存储管理优势的基础上,确定了政府网站文件云存储管理模式。第四章为政府网站文件云存储管理模式构建研究,是本论文核心章节之一。首先,本部分概述了模式构建的目标及原则;其次,阐述了政府网站文件云存储管理的责任主体和管理流程;最后,阐述了政府网站文件云存储管理模式的内容。第五章为吉林省政府网站文件云存储管理的实验研究,是本论文核心章节之一。本部分内容以第三章和第四章研究内容为基础,结合政府网站文件云存储管理模式的构建原则,从而描绘出吉林省政府网站文件存储管理云的具体内容。第六章为政府网站文件云存储管理模式实施的保障措施,本部分保障措施的提出是以第五章研究成果为基础。根据前述研究结果提出保障措施,使得保障措施更加具有针对性和可操作性,从而有效实现政府网站文件云存储管理。第七章为结论部分,对我国政府网站文件存储管理的现状及存在问题进行总结,对政府网站文件云存储管理模式的构建与设计进行总结;对本研究的不完善之处予以说明,并指出未来的研究方向。更多还原

【Abstract】 With the development of Internet technology,Internet plus government services are continuously rising,public awareness of the government’s online office has gradually deepened,the user demand for government information showed a rising trend,the function and value of the government website documents are gradually highlighted.Government websites have also become an important platform for the exchange,generation,dissemination and use of government information.The government network information is growing exponentially,however,due to poor management,storage is not timely,cause a large number of government websites with permanent preservation and utilization of the value of the file face the risk of or "lost" or not "link" or not "show".As one of the sources of social memory,it is of great significance for the long-term storage of human cultural heritage.Therefore,how to preserve the valuable and perishable government websites has become the focus of the theoretical and practical circles.But at present,there is not enough attention to the management of the storage of government websites,and lack of a set of operable storage management mode.Therefore,this paper selects the government website documents as the research object,research from the born of the government website files,analyze the existing problems in the process of the management,then put forward the government website file storage management mode.This paper is based on the theory of document life cycle,document continuum theory and the front-end control principle,through Internet survey and semi-structured interviews,survey the Chinese government website file management status on the government’s website and the later storage management,then make a analysis on the existing problems and puts forward the government website file storage management model.This thesis is divided into seven chapters,including the introduction,the research status at home and abroad and the related theory and technology,the status quo of management of government website file,feasibility study,cloud storage management mode of construction,Jilin provincial government website as an example of case study,the conclusion of the study and protection measures.The first chapter is the introduction,which describes the research background and significance,research ideas,research methods,and the innovation points.The second chapter introduces the research status at home and abroad,as well as the theoretical basis of this research,such as the theory of document life cycle,the theory of document continuum and the theory of front-end control.At the same time,the article lists the relevant technologies used by the article.The third chapter studies the feasibility of the cloud storage management of government websites,which is one of the core chapters of this thesis.In this paper,I investigate the situation of the management of the government website files,through the status quo of our government website documents and the way of semi-structured interviews,analyzed the reasons of the problems,and then analyzed advantages of cloud storage application in government website file storage management,finally,propose the cloud storage management mode of government Web site files.The fourth chapter is the research on the construction of government website file cloud storage management model.Firstly,this part outlines the objectives and principles of model construction.Secondly,this paper expounds the main responsibility and management process of the government website file cloud storage management.Finally,the paper expounds the content of the government website file cloud storage management mode.The fifth chapter is the experimental study of Jilin provincial government website file cloud storage management,which is one of the core chapters of this paper.The design of this part is on the basis of the third chapter and the fourth chapter research content,combined with the principles of constructing the government website file cloud storage management mode,so as to draw the specific content of Jilin province government website file cloud storage management.The sixth chapter is the safeguard measures for the implementation of the government website file cloud storage management model.This part is based on the results of the fifth chapter.According to the above research results,we put forward the safeguard measures,making the security measures more targeted and operable,so as to effectively achieve the government website file cloud storage management.The seventh chapter is the conclusion part,the current situation of China’s government website file storage management and the existing problems are summarized,summarizes the construction process of the cloud storage management model of government websites,and explains the imperfections of this study,and points out the future research direction.更多还原
