【摘要】 党的十八大报告要求:“稳步推进大部门制改革,健全部门职责体系”。十八届四中全会提出:推进综合执法,大幅减少市县两级政府执法队伍种类,重点在食品药品安全、工商质检、公共卫生、安全生产、文化旅游、资源环境、农林水利、交通运输、城乡建设、海洋渔业等领域内推行综合执法,有条件的领域可以推行跨部门综合执法。建国以来,食品、药品领域安全监管已经历了五次重大的机构变革,但食品、药品安全监管尚存在诸多问题,机构改革成效不显著。2014年7月,天津市市场和质量监督管理委员会成立,整合了原工商局、食药监局、质监局三部门职责,大部门市场和质量监督管理体系的省(市)、区(县)、街(镇)三级监管架构建立,实现了由一个部门统一负责监管食品、药品安全的机构改革目标。本文以天津大部门市场监管体制改革为研究对象,以正在进行的基层市场监管所机构改革实践为基础,对大部门市场和质量监督管理体制改革的基层实践进行考察和研究。文章介绍了研究的背景和意义,并对研究思路、行文脉络和研究方法进行了描述。通过对中西方研究历史与现状的概述,基本了解了大部门市场监管体制改革的历史渊源与现实意义。对文章的核心概念大部门体制改革进行解读,回顾了我国历次机构调整,并指明大部门体制改革是当今机构改革的必然趋势。总结改革经验的同时,提出了宝贵的应对举措。以天津大部门市场监管体制改革实践为例,通过近两年来取得的工作成绩,进一步印证大部制改革的必然性与重要性。从组织机构、监管体系、人员管理层面着手,对基层市场监管所的机构改革实践进行研究,大胆提出“一专多能、双网格化、大消保与小审批”等机构改革创新思路。本文运用了文献研究法、逻辑分析法和比较分析法,对基层市场监管所监管体制改革进行分析研究。文章是对现有大部门市场监管体制改革的理论探索,提出了一些体制改革的创新思路,对进一步深化基层市场监管体制改革具有一定的指导意义。更多还原

【Abstract】 The 18 th congress of CPC(Communist Party of China)’s requirement:”stea dily propelling the super ministry system reformation,perfecting department’s r esponsibility system”.In the 4th plenum of the 18 th CPCCC,CPC propose:Prom oting the comprehensive law enforcement,drastically reducing the kinds of gov ernment law enforcement team in city and country levels,promoting the compr ehensive law enforcement especially on the area of the safy of food and drug,industrial and commercial inspection,public health,safety production,cultural tou rism,resource and enviroment,agriculture forestry and water conservancy,commu nication and transportation,town and country construction,marine fishery.The im plementation of cross-sectoral integrates law enforcement can be reached in th e conditional area.Since the establishment of the nation,there are five major in stitutional reforms in the area of safety supervision and management of food and drug,but also still have so many problems,the effection of organizational r eform is not significant.In July 2014,The committee of market and quality sup ervision and management in Tianjin has set up,integrating responsibilities of th e bureaus of industry and commerce administration,food and drug administrati on and Quality and technical supervision.The 3 levels supervisory regime of prov ice(city),district(country)and street(town)in the super ministry market supervision system.The organizaitonal reform’s objection has been realized by integrating the responsibliti es of food and drug’s supervision in only one department.This artical,taking the super ministry market supervision system reformation as the researchable object,investigates and researches the basical reformational practice of the super ministry market supervision system on the basis of on-g oing organizational reformational practice of primary level market supervisiona l department.The artical introduces the background and significance of the rese arch,describing research idea,line context and analytical methods.By the describ ing of research histroy and current situation between China and the West,the artical has a clearly impression on historical origin and practical significance of the super ministry market supervision system reformation.The artical gets t he concept with the super ministry reformation(the core conception of this arti cal),reviewing severial organizational reformations in the past of our country,meanwhile promoting the treasural response.As the example of reformational pra ctice on super ministry market supervision system in Tianjin,the artical gives t he further evidence of the necessity and importance of super ministry system reformation,through good performance of the committee of market and quality supervision and management of Tianjin in recent 2 years.From the aspects of institutional framework,supervisional system,humanresource management,the art ical researches organizational reformal practice of primary market supervisional department,and takes new conception of organizational reformation,such as go od at many things and expert in one,double-griding,big protection of consumer s’ rights,small registration for examination and approval.The article uses the methods of documentray research,logical analysis,com parison and analysis,making analysis and research with supervisional organizati on reform of primary market supervisional department.The article is the theore tical exploration of the existing super ministry market supervision system refor m.Some innovative ideas of system reform has been put forward.It has a cert ain guiding significance with further deeping system reform of primary market supervisional department.更多还原
