天津简政放权“十个一”改革的实践与对策研究

【摘要】 行政体制改革历来是国家政治体制改革的主要内容之一,其对于推动社会政治文明建设,深化社会经济改革具有重要的意义。近年来,我国宏观经济已经结束自改革开放以来长达三十年的高速增长期,宏观经济总量已经达到并突破67万亿元,但是,应当注意到随着国民经济总量基数增大,内生动力不足,传统增长模式已经不可持续,宏观经济增速不再保持两位数增长,经济结构急需调整,过去刺激经济的调控需要消化。在当前新的经济发展时期,以政府放权、提升政府部门效率为代表的国家行政体制改革,对于继续深化改革开放、强化市场经济地位、提供经济增长新动力具有重要意义。这一领域,将发达国家已经形成的经验和教训纳入我国改革的参考,将会对我国的行政体制改革带来积极影响。21世纪的头20年,随着中国改革开放国策的不断推进,市场经济主体地位已不可动摇,制约经济社会发展的因素已经从传统经济领域延伸至政治体制领域,改革重点面临由经济体制改革逐渐转入政府行政体制改革深水区的考验。以简政放权、加强政府自身廉政建设、大部制改革为导向的行政体制改革,已经不可避免的成为当前政府改革的主导方向。天津市紧抓当前政府行政体制改革的潮流,先行先试积极推进政府体制简政放权工作,探索政府定位与职责边界问题,并形成以“十个一”为代表的系列改革成果。本文在分析行政体制改革理论、回顾中国行政改革历程的基础上,紧贴社会现实,系统阐述天津市当前简政放权“十个一”改革实践经验,并对持续深入推进“十个一”改革对策进行研究。
【Abstract】 Administrative reform has always been one of the main national political system reform,which has great significance for the promotion of social and political civilization and deepening social and economic reforms.These years,Chinese economy has ended the rapid growth during the Chinese economic reform thirty years ago.Macro economic total quantity has been reached and broken through 67 trillion yuan.The GDP ranking is second in the world.From another point of view,it should be noted that the national economy total quantity has been increasing.At the same time,the internal power of growth is unsustainable.The traditional growth model is no longer sustainable.The macro economic presents three features,macroeconomic slowdown,economic structural adjustment,pre-stimulation policy digestion.These three features appear at the same time.In the new normal period,the state administrative reform mainly includes simplifing administration,transfering power to a lower level,transformation of government functions and improving the efficiency of the government.the state administrative reform is of great importance in deepening Chinese economic reform,strengthening the market economy status,and providing new economic growth power.As long as we learn and absorb the experience of developed countries of Western administrative reform,we will have a positive impact on China’s administrative system reform.With China’s reform and opening policy continuous progress,the dominant position of the market economy has been unshakable.The constraints of economic development have extended from traditional economic sphere to the political system.Instead of restructuring the economic system,we have to keep a watchful eye on the reform of political structure.This is the remarkable difficult point in the reform.At present,the administrative reform is dominanted by simplifing administration,transfering power to a lower level,building of an incorruptible government and giant department reform.Meanwhile,it dominants the government reform.Tianjin clings on to the opportunity of the state administrative system reform.Tianjin has actively set an example of promoting government streamlining administration work and exploring governmental Orientation and Responsibilities of border issues.All these finally form a series of Reforming achievements called "Ten Ones".Based on the analysis of administrative reform theory and the basis of reviewing Chinese Administrative Reform,that closed to the social reality,we explain the practical experience in "Ten Ones" in a systematic way.Finally,we continue this research in the "Ten Ones" reform and give beneficial suggests.
