【摘要】 我国经济发展突飞猛进,已经跃居到全球第二,而且正在深化社会主义市场经济体制改革。国内同国外的各项活动交流频率日益提高,因而对国内出入境管理来说,它的起点需要提升、层次需要加深、服务格局需要调整、服务群体需要扩大成广大的人们群众。天津市的境外人员相比以往也有所增加,出入境管理面临了新的挑战。管理出入境公安的内容也在不断增加,承担的责任也不断地加重。本文基于新公共服务理论选择天津市出入境管理创新为研究视角,通过文献研究法和案例分析法系统展开了研究。研究指出天津市出入境管理职能的问题主要在于:传统模式不能满足现实需求使流程再造成为必须;机构和警力设置不科学使业务流程需进一步优化;信息化开发和应用滞后于业务发展;基层外管呈现新特点催促信息化不断提速;队伍服务理念不适应形势发展的需要;队伍建设乏力制约了服务水平的提高;组织功能缺失使机构难以发挥应有作用;绩效评估未落实使窗口服务功能得不到提升。鉴于此本文基于新公共服务理论针对性提出了树立出入境人员和管理方双方法律地位平等的理念,树立公正执法就是对出入境人员最佳服务的理念,树立满足出入境人员正当需求的理念,树立公安机关都是服务机关的理念等增强出入境管理服务而非掌舵理念建设的建议;提出了完善保障公众知情权的服务公开制度,完善出入境管理服务回访制度,完善出入境服务便捷制度,完善出入境人员权益保护制度等有利于战略地思考出入境管理服务制度建设的建议;提出了明确出入境管理服务流程再造的指导意义,明确出入境管理服务流程再造的工作目标,明确出入境管理服务流程再造的具体方法等有利于以追求公共利益为目标再造业务流程的建议。提出了进一步提升干部素养,强化出入境管理咨询服务,完善出入境管理信息化服务平台,推进出入境管理信用体系建设,实施出入境管理服务绩效评价等有利于开展重视人而非生产率的多元化出入境管理服务方式的建议。更多还原

【Abstract】 China’s economic development by leaps and bounds,has leapt to second in the world,and is deepening the socialist market economic system.The activities of the domestic foreign exchange increasing frequency,and thus the domestic immigration,its starting point the need to enhance,the level needed to deepen the service structure needs to be adjusted,service groups need to expand into the vast masses of people.Foreigners Tianjin also increased compared to the past,immigration management faces new challenges.Management of Public Security Exit-Entry content is also increasing responsibilities also continue to increase.Based on the new public service theory choose Tianjin immigration innovation research perspective,through literature research and case study analysis system launched.Research indicates that the immigration issue management functions in Tianjin mainly due to: the traditional model can not meet the practical needs make reengineering a must;scientific institutions and police set for further optimization of business processes;development and application of information technology in business development lags behind;grass outside tube presents new characteristics urging of information continues to accelerate;the team needs service concept suited to development of the situation;team building,fatigue restricts improve service levels;organizational deficits make it difficult for institutions to play its due role;Performance Evaluation uncommitted services have to make the window Less than upgrade.In view of this article,based on the new public service theory proposed the establishment of targeted immigration personnel and management side of the legal status of the concept of equality of the parties,establish the concept of impartial law enforcement is the best service for immigration officers,and establish the concept of immigration officers to meet legitimate needs,establish public security organs is the concept of service agencies,such as enhanced immigration service at the helm rather than the concept of building proposals;protect the public’s right to know by improving the public service system,improve immigration services visit system,improve service and convenient entry and exit system,improve immigration officers and other rights protection system in favor of strategic thinking proposal immigration service system construction;proposed guidance clear immigration service process reengineering,clear immigration service process reengineering objectives,clear immigration Specific methods and other services of BPR in pursuit of the public interest in favor of the target business process reengineering recommendations.We proposed to further enhance the quality of cadres,strengthen immigration management consulting services,improve immigration management information services platform to promote immigration credit system construction,implementation immigration service performance evaluation in favor of attention to people,rather than carry out diversified productivity recommend ways of immigration management services.更多还原
