【摘要】 基层普法是我国法制宣传教育的第一线,对于普及法律知识、提高群众依法保护合法权益意识、促进依法治国都具有重要意义。但是,基层普法的内容、手段、方式等还不能很好实现普法有效性目标。因此研究基层普法工作,提出提高基层普法有效性的对策建议,进一步丰富普法工作的理论体系,推进基层普法工作的有效开展显得尤为必要。本文综合运用文献研究、调查问卷、走访座谈、归纳演绎等方法对基层普法有效性进行分析研究。选择一个具有代表性和创新性的基层政府组织——天津市果园新村街道办事处,调查研究其在加强基层普法有效性方面的做法,同时运用调查问卷的方式,获得了330份有效的调研数据。通过数据分析和相关文献资料整理,对该基层政府普法现状不足进行分析,得出影响普法有效性的六个因素,即普法主体、普法机制、普法方式、普法内容、普法工作的物质保障、普法评测体系。在此基础上,提出了提高基层普法有效性的四个建议,即建立健全普法队伍,提高普法能力;构建科学合理的普法工作机制;创新普法方式、丰富普法载体、充实普法内容;加强对不同群体的针对性普法活动。更多还原

【Abstract】 Grassroots government is the first line of the legal publicity in our country.It is great significance to popularize legal knowledge,improve the legal awareness of the masses,and promote the rule of law.However,the grassroots government legal publicity content,way and so on is not very good to achieve the effectiveness of legal publicity.Therefore,in order to further enrich the legal publicity theory system,promote grassroots popularize law work effectively,it is very necessary to study the legal publicity work of grassroots government and put forward the countermeasures and suggestions to improve the effectiveness of the legal publicity.The author during the course of writing the thesis,comprehensive use of literature research,questionnaire survey,interview,induction and deduction etc,method of grassroots legal effectiveness of analysis and research.A is representative and innovation of grassroots government organization: Tianjin Guoyuanxincun street offices,investigation and study the in strengthening the grassroots legal effectiveness practices.At the same time,using questionnaire survey,330 valid survey data.Through the analysis of data and related literature collation,in the grassroots government legal shortcomings of the current analysis shows six factors that affect the effectiveness of the Franco Prussian,that legal subject,legal mechanism,way of popularizing and legal content,law popularization work of material guarantee,legal evaluation system.Based,is proposed to improve the grassroots legal effectiveness of the four recommendations,namely,to establish,sound legal team,improve the ability of the Franco Prussian;constructing a scientific and reasonable mechanism for legal work;innovation way of popularizing,rich legal carrier,to enrich the content of the Franco Prussian;strengthening aimed at different groups of legal activities.更多还原
