【摘要】 随着经济社会不断发展和城市建设速度加快,我国资源供应紧张、环境污染问题、生态环境恶化的问题很严重,环境承受程度达到了极限,生态状况的好坏已经很大程度上制约着建设小康生活的关键所在。加大城市环境治理力度,实现绿色循环低碳发展,是消除党和人民“心头之患”的必然要求,是调整经济结构、转变发展方式、实现可持续发展的必然选择。面对城市环境管理的严峻形势和人民群众的新期待,必须牢固树立新发展理念,坚定走文明发展道路,完善环境管理考核评价体系,加大城市环境治理力度,为建设舒适、和谐、宜人的美好家园做出贡献。本文在深入分析生态城市环境管理目标、内容和基本原则等的基础上,提出了生态城市环境管理指标体系,构建了生态城市环境管理考核评价模型,确定了生态城市环境管理指标体系的构建原则应遵循全面性、可操作性、代表性和实用性原则。运用DSR模型,建立环境管理驱动力指标、环境状态指标和环境响应指标三者的相互关系,构建了目标层次、准则层次、要素层次和指标层次。通过构建的生态城市环境管理指标评价考核模型,确立了五个等级管理水平评价标准。以滨海新区为案例进行了理论和实践的研讨,分析了滨海新区概况、滨海新区生态城市环境管理的主要特点,客观总结了滨海新区生态城市环境管理面临的困难和挑战,运用构建的生态城市环境管理指标评价考核模型,计算确定滨海新区生态城市环境管理的阶段水平说明近几年来滨海新区生态城市环境管理水平不断提升,2010年-2013年滨海新区生态城市环境管理处于Ⅲ级水平,也就是管理水平一般,2014年-2015年环境管理水平提升至Ⅱ级水平,但是距离一级管理水平还有很大差距,这与滨海新区工作实际相符合。针对存在的管理中的问题,提出了滨海新区生态城市环境管理需要通过不断完善环境管理思路、开展有效环境治理、强化环境管理执法和考核和积极推进城市环境绿色化四个方面,不断提升管理水平。更多还原

【Abstract】 With the continuous development of society and the speed of urban construction,the problems of a tighter resource constraints in China,environmental pollution and ecosystem degradation are very serious,and environmental carrying capacity has reached or close to the limit,the ecological environment has become a short board and bottleneck to build a well-off society in an all-round way.Increasing the intensity of urban environment governance and implementing green low carbon development are the inevitable requirement to eliminate the suffer from heart of the Party and the people,and is the inevitable choice to adjust the economic structure,transform the development mode,and realize the sustainable development.Facing the serious situation of urban environmental management and new expectations of the people,we should establish a new concept of development.Following the road of civilization development unswervingly,we should improve the environmental management evaluation system,increasing the intensity of urban environmental governance.We can build on a better future which is full of harmonious and pleasant.The on the basis of in-depth analysis of urban ecological environmental management objectives,the paper proposes the basic principles of the proposed management indicator system of urban ecological environment.Urban ecological environment management evaluation model was constructed,determining the management indicator system of urban ecological environment construction followed the principle of comprehensive operation.By using the DSR model,the relationship between the driving force indicators,environmental status indicators and environmental response indicators of environmental management is established.The target level,criterion level,factor level and index level are established.Based on the construction of eco city environmental management index evaluation and evaluation model.It establishes five levels of management level evaluation criteria.The discussion of the theory and practice of the Binhai New Area as a case which analyzes the main characteristics of the Binhai New Area of Binhai City.The paper sums up the Binhai eco city environmental management facing difficulties and challenges.The use of environmental management indicators of eco city assess evaluation model construction,and calculate the environmental management of new eco city Binhai the level that in recent years the level of environmental management and ecological city Binhai rising.Binhai eco city environmental management is at the three level from 2010 to 2013.Binhai eco city environmental management is at the two level from 2014 to 2015.The distance is still a big gap between the level and management level.In view of the problems of the existing management is proposed Binhai New Area of ecological urban environmental management through continuous improvement of environmental management idea,carrying out effective environmental governance,strengthening the management and assessment of environmental law enforcement and actively promoting the urban environment green four aspects.It can constantly improve the level of management.更多还原
