【摘要】 珲春位于吉林省东部,中、俄、朝三国边境交界处,与俄罗斯滨海边疆区接壤,与朝鲜咸镜北道罗津地区临水相邻,与韩国、日本隔海相望,是我国面向东北亚的窗口。1991年10月,联合国开发计划署公布了开发图们江地区的宏伟计划。1992年3月,国务院批准珲春为沿边对外开放城市,先后批准设立了珲春边境经济合作区、珲春中俄互市贸易区、珲春出口加工区。2009年8月,国务院又批复实施了《中国图们江区域合作开发规划纲要——以长吉图为开发开放先导区》。2012年4月,国务院正式批准设立"中国图们江区域(珲春)国际合作示范区",为珲春蓬勃发展创造了十分难得的时机。本文立足国家战略,加快珲春国际合作示范区的建设、实现珲春国际合作示范区经济的跨越式发展是必然结果。这将有利于珲春国际合作示范区与周边各国的经贸合作,有利于引领我国沿边地区对外开发开放的发展进程以及促进区域经济协调发展,有利于促进边境地区民族经济的繁荣昌盛,从而促进边境地区的民族团结。本文主要采用马克思主义区域经济协调发展理论和邓小平改革开放等相关理论,对地域分工与协作理论和合理布局生产力理论及再生产协调发展理论进行了论述,并对邓小平的对外开放理论、经济体制改革理论和经济特区理论进行了阐释。本文从珲春国际合作示范区的区位优势、政策优势、发展现状、周边国家状况分析着手,对珲春国际合作示范区发展中存在的问题进行剖析的基础上,提出了珲春国际合作示范区发展的对策建议,以便促使珲春国际合作示范区加强对外经贸合作,优化升级产业结构,实现珲春经济高层次跃升和可持续发展。更多还原

【Abstract】 Hunchun located in the eastern part of Jilin Province,which is at the junction of China,Russia and DPRK,bordering with Russia Maritime Kray,linked with DPRK North Hamgyong Province Rajin area by rivers,and it is across the sea from Korea and Japan.It is our window facing Northeast Asia.In October 1991,the United Nations Development Program announced development of the Tumen River region.In March 1992,the State Council approved Hunchun as opening border city.In Hunchun,Hunchun border economic cooperation zone,Hunchun Sino Russian trade zone and Hunchun export processing zone have been set one by one.In August 2009,the State Council approved the implementation of the "Tumen river area Chinese cooperation development plan in Changjitu forerunner area".In April 2012,the State Council formally approved the establishment of "China Tumen River region(Hunchun)International Cooperation Demonstration zone",It has created a rare opportunity for Hunchun to flourish.This paper based on national strategy,it is the only way to accelerate the construction of Hunchun international demonstration area and realize the leaping development of Hunchun international demonstration zone.This will be not only conducive to Economic and Trade Cooperation between Hunchun international demonstration zone and neighboring countries,but also conducive to the development of China’s border areas’ opening development process.And it will promote the coordinated development of the region and the prosperity of the national economy in the border areas,so as to promote national unity in the border areas.This paper mainly uses Marx’s theory of coordinated development of regional economy and Deng Xiaoping’s theory of reform and opening to the outside world.Discuss the regional division of labor and coordination theory,rational distribution of productivity theory,coordinated development of reproduction theory.Explain Theory of opening to the outside world,theory of economic system reform and special economic zone theory.Analysis the advantages of Hunchun International Cooperation Demonstration Zone,the location advantages,the policy advantages,the development of the status quo,the surrounding countries,etc.This paper anatomy the problems existing in the development of Hunchun International Cooperation Demonstration Zone,and finally puts forward some countermeasures and suggestions for the development of Hunchun International Cooperation Demonstration zone.Through the development of countermeasures,the economy of the Hunchun International Cooperation Demonstration Zone gets high level and sustainable development.更多还原
