【摘要】 随着我国政治体制改革不断深入,政企分开、简政放权脚步地不断加快,要求政府部分职能必须转交给市场或社会组织。而社会组织作为独立于政府与市场的第三者,兼具了政府和市场的部分优点,且摈除了二者的缺点,是目前承接政府部分职能的上佳之选。科协一方面是公众参与社会管理活动的重要载体,另一方面还代表着不同层次、不同范围和不同领域的科技工作者利益。研究科协参与政府购买科技服务对社会组织与政府共同推动社会经济的发展首先具有一定的理论意义;其次,在推动政府职能向社会组织转移方面具有一定实践意义;最后,研究对社会组织参与政府活动具有较强的借鉴意义。本研究分为八个部分来逐层论述科协参与政府购买科技服务机制的创新。前两个部分是论文的研究基础与理论出发点,介绍了研究背景、意义、界定了文中出现的主要概念和分析利用的主要理论。第三部分论述了科协参与政府购买科技服务的必要性、基础条件及其现状。第四部分主要介绍了克拉玛依科协及其参与政府购买科技服务的背景、模式以及问题。第五部分从内外两个方面的制约因素进行分析,论述了科协进一步参与政府购买行为所面临的障碍。第六部分是科协参与政府购买科技服务的机制创新。结合国外政府购买科技服务和我国科协发展中面临的问题探寻了机制创新。第七部分从政府和科协两个角度提出促进科协参与政府购买科技服务的政策建议。最后一部分是结论与展望。本研究采用规范分析和案例分析的方法,通过对科协参与政府购买科技服务的现状、问题和进一步合作面临的障碍,结合克拉玛依市科协的案例对我国科协参与政府购买的行为进行了分析,借鉴国外政府与社会组织之间的共同治理的经验,提出了我国科协参与政府购买科技服务的机制的创新。结果表明科协可以从参与形式上、从参与程序上和激励机制及评价机制方面实施创新。更多还原

【Abstract】 With the deepening of China’s political reform,separation of enterprise,continues to accelerate the pace of decentralization,the government requested some functions must be transferred to the market,or social organization.The social organization is independent of the government and the market,and currently undertaking some of the functions of government.CAST is an important aspect of public participation insocialt management activities.Association for Research in government technology services purchased for Exploration of China’s socialist market economy characteristics,social organizations and the government together to promote society and economic development first has some theoretical significance;Secondly,CAST’s participating has a practical significance;Finally,the Association for participation in has a strong reference.The study is divided into eight chapters to discuss innovation in government purchase CAST technology services mechanisms.Chapter 1 is an introduction.Chapter 2 is a define of the concept and theoretical basis.Chapter 3 discusses the necessity,the basic conditions,the state for CAST participation in government purchase technology services.Chapter 4 is involved the state of KAST and the background,patterns and problems participation in KAST participation in government purchase technology services.Chapter 5 is further involved in government procurement CAST technology service constraints.Analyzed separately from external constraints and internal constraints,further discusses the obstacles to participation in government purchases CAST faced.Chapter 6 is involved in the mechanism innovation CAST government purchase of technology services.Explore innovative mechanisms by binding foreign government purchase technology services and the problem existing on the development of CAST to participation in government purchases.Chapter 7 is to promote the participation of policy recommendations CAST government purchase of technology services from the government and CAST point of view.Chapter 8 is the main conclusion.In this study,we find obstacles and problems are a little bit difficult for further cooperation.Based on the experience shared governments and social organizations,and proposes innovative mechanisms of participation in government CAST purchase of technology services.The results show that CAST can implement innovative from participation form,the participation procedures,evaluation mechanisms and incentives mechanisms.更多还原
