【摘要】 中国共产党在第十六届五中全会关于社会主义新农村的建设中将"美丽乡村"作为主要任务,以生产发展、生活宽裕、乡风文明、村容整洁、管理民主为具体要求。将美丽乡村作为我国乡村的发展方向,全面考虑乡村的三大生态系统的协调发展,包括农业生态系统、经济社会系统和自然生态系统,在生产发展提高的同时确保生态文明的同步进行,坚持可持续的绿色发展道路。国外经验表明,村民的参与是乡村建设发展的中坚力量,是不可或缺的重要角色,结合其相关理论与实践为我国美丽乡村的建设提供重要的指导与借鉴。笔者通过对于福建省永春县大羽村和观山村的实证研究,以问卷调查为主要方法,分析了当地在文化传承型美丽乡村建设中村民参与方面的现状,分析影响村民参与建设的相关因素以及有关机制,对相关实践成果的成功经验进行总结,为永春县文化传承型的美丽乡村建设提供有价值的指导建议。本文从两个方面探讨村民参与美丽乡村建设的有关事项:一方面是从村民参与建设的现状出发,重点考察村民的认知观念、参与意识,并对政府以及村委相关组织机构所充当的角色进行分析;另一方面从影响参与的因素出发,包括先赋性、自致性、文化性、政策性的因素,采用Logistic回归分析各因素在不同情况下的影响程度,比较各自的差异,而村民对美丽乡村建设的行动也表现出的不同特征。结合参与式相关理论,运用数据统计学对村民参与建设的种种影响进行阐释,依据所得结论可以看出大羽村和观山村村民具有一定的美丽乡村建设中文化传承的意识,但不足的是参与的积极性不够,参与水平较低。此外,乡村建设的主要事务还是由上级政府领导把控。笔者对引发上述问题的深层原因进行了探讨,提出了这些对策与建议:第一,明确文化传承型美丽乡村建设的主体和客体;第二,采取各种措施调动农民参与建设的积极性;第三,以组织的形式发展建设队伍,提高村民的组织意识;第四,政府加大在政策、技术、资金方面的支持。更多还原

【Abstract】 In the construction of the new socialist countryside,the Communist Party of China takes "the beautiful countryside" as the primary mission in the sixteenth session of the Fifth Plenary Session,and promoted the development of the well-off society,the harmony of civilization,the cleanliness of the village and the democratic management.The Communist Party of China regards the beautiful countryside as the development direction of our country and fully considered the coordinated development of the three major rural ecosystems,including agro-ecosystems,economic and social systems and natural ecosystems.At the same time,it ensures the sustainable development of the ecological civilization and insists on the sustainable development.Foreign experience shows that the participation of the villagers is the backbone of rural development and plays an indispensable important role,to provide important guidelines for the construction of the beautiful countryside of China through the related theory and practice.Through the empirical research on the Da Yu Village and Guan Shan Village in Yongchun County,Fujian Province,this paper analyzes the present situation of villagers’ participation in the construction of beautiful rural areas in cultural heritage,analyzes the relevant factors of villagers involved in the construction and related mechanism,summarizes the successful experiences of the relevant practical results and points out the shortcomings,so as to provide valuable guidance for the beautiful countryside construction in Yongchun County,FujianProvince which is the cultural heritage.This paper discusses the villagers’ participation in rural construction from two aspects.On the one hand,from the villagers involved in the construction,the paper focuses on the villagers’ perception and sense of participation,and analyzes the role of the government and village committee related organizations.On the other hand,from the influencing factors of participation,such as the villagers’ cultural level,policy awareness,autonomy and so on,the paper use the Logistic regression analysis of the impact of various factors,comparing their differences,and the villagers on the rural construction of the action also showed different characteristics.According to the conclusion,it can be seen that the villagers in Da Yu Village and Guan Shan Village have a certain sense of cultural inheritance in the beautiful rural construction,but the lack of participation is the combination of the theory of participatory theory and the use of statistical data to explain the various impacts of villagers’ participation in construction.Enthusiasm is not enough,and participation level is low.In addition,the primary mission of the beautiful countryside construction is controlled by higher-level government leaders.The author explores the deep causes of the above problems and puts forward these countermeasures and suggestions.Firstly,make sure the subject and object of the cultural heritage of the beautiful rural construction.Secondly,take various measures to arouse the enthusiasm of farmers to participate in the construction.Thirdly,develop the construction team in the form of organization and improve the organizational awareness of the villagers.Lastly,the government has to increase its support for policy,technology and capital.更多还原
