【摘要】 管理机制建设作为综合行政执法改革的命脉,经过20年的探索,积累了一些经验,但是还存在一些问题。笔者选择彭州市综合行政执法的管理机制建设进行具体分析(彭州市于2015年9月成立综合行政执法局),意在丰富相关理论,并为其他地区开展的综合行政执法改革提供一些参考。本篇论文以综合行政执法管理机制建设为主线,介绍了国内外的研究动态,并具体分析了国内综合行政执法管理机制建设的经验和存在的问题。在此基础上,分别从协作机制建设、监督机制建设、激励机制建设三个方面具体分析了彭州市综合行政执法管理机制建设的情况,总结出协作配合是综合行政执法改革顺利推进的关键、有效监督是实现综合行政执法改革的重要保障、科学激励是确保综合行政执法改革行稳致远的动力。只有建立科学合理有效的管理机制,综合行政执法改革才会取得更大的成效。更多还原

【Abstract】 As the lifeblood of the comprehensive administrative law enforcement reform,the management mechanism has accumulated some experience after 20 years of exploration,but there are still some problems.The author choose pengzhou comprehensive administrative law enforcement management mechanism construction to analyze the specific(pengzhou in September 2015 set up the comprehensive administrative law enforcement bureau),designed to enrich related theory,and for other areas to carry out the comprehensive administrative law enforcement reform to provide some reference.This paper according to the construction of comprehensive administrative law enforcement management mechanism as the main line,this paper introduces the research status at home and abroad,and analyzes the experience of the construction of the comprehensive administrative law enforcement management mechanism in our country and the existing problems.On this basis,respectively from the collaborative management mechanism construction,construction supervision and management mechanism,the incentive management mechanism construction three aspects analyzes the pengzhou situation of the construction of the comprehensive administrative law enforcement management mechanism,summed up the cooperation cooperate is the key to the comprehensive administrative law enforcement reform smoothly,effective supervision is the important guarantee to realize the comprehensive administrative law enforcement reform,scientific motivation is to ensure that the power line of unstable nature of the reform of the comprehensive administrative law enforcement.Only by establishing scientific and rational management mechanism,the comprehensive administrative law enforcement reform will achieve greater results.更多还原
