【摘要】 经过长期的养老制度改革,我国目前已经建立了比较齐全的养老保险制度。但现阶段国内的养老服务还不健全,老龄化带来的养老问题却越来越突出,这就需要进一步调整和完善我国的养老保险制度和养老服务市场。由于生育观念的转变和家庭结构的变迁,我国传统的家庭养老模式已名存实亡,社区居家养老作为一种新的家庭养老辅助方式兼顾了亲情和老人的养老服务需求,逐渐得到了社会大众的认可,在我国部分城市已开始实行。但目前社区养老服务的发展还不完善,仍存在着诸如传统观念束缚,民众接受率低、政府支持不足,保障资金不足、理论研究滞后,缺乏分层设计、医疗保健网络不健全、人才队伍匮乏,缺乏标准机制等问题。针对这些问题,应通过加大对社区养老服务事业的投资力度,积极发展社区家政服务业和构建社区医疗保健体系等措施以促进社区养老服务事业的发展。然而,我国现阶段的养老保险制度并不完善,养老保险水平也还处于中低水平,根据目前我国的国情,仅仅依靠养老保险制度是解决不了人口老龄化问题的。这就需要养老服务市场的健全,养老保险制度和养老服务是一个完整的系统,它们的最终目的都是保障公民在老年时的生活水平和质量,二者缺一不可。为了探究成都市居家养老服务模式的发展,基于对社区居家养老服务的理论和实践方面的认识,本论文选取成都市朗力养老服务中心为例,对社区居家特色养老模式进行研究,并对研究结果提出相应的完善和如何提高居家养老服务水平的对策与建议。论文的主要内容有分为:第一部分:主要讲述研究背景、目的、意义、国内外研究现状和研究理论依据。第二部分:主要介绍目前我国现行的社区养老模式和我国城市社区养老模式面临的问题以及成都市朗力养老服务中心社区居家养老模式所具有的典型性。第三部分:着重对成都市朗力养老服务中心社区特色社区居家养老模式的案例进行描述,介绍了它的建立背景、运营管理模式、成效等多方面的内容。第四部分:对成都市朗力养老服务中心社区居家养老模式动因、成效进行详细分析,并就成都市朗力养老服务中心社区居家养老模式的成果得到启示。更多还原

【Abstract】 After the deepening reformation of the pension system,a relatively complete pension system has been established in China,yet far beyond being perfect.What’s more,the impacts of increasing growth for the aging population require further improvement of the pension system and pension services market in China.Due to the change of fertility notions and the family structure,the traditional family pension model in China has been inapplicable.The newly emerging communal home-based care service model for the elderly and family has been gradually recognized by the public and it has been implemented in some cities of China.However,it is not sufficiently developed with some drawbacks,limited by the traditional notions,low acceptance rate of public,insufficient government support,and inadequate public funds.This new model also lacks theoretical research,hierarchical design,health-care network,professional talents and standardized mechanisms.To explore the development of Chengdu home-based care service model,this paper focuses on the study of the characteristics of Chengdu Long Live Care Service Center from its theoretical and practical perspectives.This paper also gives the recommendations for improving the level of communal home-based care services.In order to facilitate the research,this paper is divided into four parts.Part One serves as an introduction to the research background,research objectives and problems,literature reviews and related theories.Part Two introduces the status quo of the home-based care service model in China and analyzes the representativity for taking Chengdu Long Live Care Service Center as a case study.Part Three focuses on the description of the case itself on Chengdu Long Live Care Service Center from the aspects of its background,operating mechanisms,effectiveness and achievements.Part Four makes a detailed analysis of the causes and effects of this model in Chengdu Long Live Care Service Center.In conclusion,this paper summarizes what has been achieved from operating Chengdu Long Live Care Service Center and what lights has been shed to communal home-based care services elsewhere in China.更多还原
