【摘要】 妇联是党和政府联系广大妇女群众的桥梁与纽带,是党对妇女工作实施领导的坚强阵地,也是广大妇女信赖和想往的维权之家。随着国家对群团工作越来越重视,妇联作为我国覆盖面最为广泛的群众组织和人民团体,在国家治理中承担着不可或缺的重要使命,更加应当发挥自身独特的政治、组织和工作优势,为推进国家治理体系和治理能力现代化作出新贡献。本文旨在为县乡村妇联组织参与社会治理提供可操作的一整套操作内容和操作方法,指导基层妇联组织积极参与社会治理,不断提升治理能力并扩大治理成果。本文从临淄区妇联参与社会治理的实际情况出发,运用文献研究、经验总结、案例分析、个案访问和调查等研究方法,主要探索了社会治理能力创新大背景下妇联的参与治理模式和机制,主要成果和结论是,妇联参与社会治理是国家和社会发展的需要,社会治理需要妇联发挥更大的作用,妇联参与社会治理一定要明确自己的定位,明确目的、手段和内容;妇联参与社会治理仍然面临比较复杂的问题,包括妇女的整体素质不高,妇女权益保障机制仍然乏力,妇联组织自身不够强大等,其原因包括观念束缚、历练不足、机制不全等;妇联参与社会治理应该形成一个系统的模式,突出重点,着力协助政府实施公共管理,组织妇女参与市场经济,引导妇女建设文明社会,促进妇女持续健康发展,支持妇女维护自身权益等;妇联参与社会治理要形成一套完整的机制,关键是要争取社会各界的支持,形成联运共治共享机制,创新参与方式,构建务实高效的运行机制,加强妇联自身建设,提高参与治理能力等。更多还原

【Abstract】 The Women’s Federation,as an organization to bridge the Party and the masses of women,takes key a strong position where the Party can carry out women-related policy and also is a warm house deeply respectde and trusted by women.With the country’s more and more attention to the mass work,the Women’s Federation,the most widely influential mass organization,assumes significant mission in running the state,and it should utilize its advantages in politics,organization and work in order to make great contributions to modernizing the state management system and the ability of management.The purpose of this thesis is to provide a set of operable content and methods of operation for grassroots women’s organizations participating in social governance.This operating system instructs grassroots women’s organizations to take part in social governance actively,promotes their governance,and expands the positive results of governance.This thesis bases on the actual situation of Linzi District Women’s Federation in social governance,applies some research methods such as document research,experience summarization,case analysis and interviewing.The thesis mainly explores the governance pattern and mechanism in which the Women’s Federation participates,under the background of innovating upon the social management competence.The thesis draws some conclusions,such as: it is necessary for the development of our country and the society that the Women’s Federation participates in the state management.And the Women’s Federation will play a more significant role in social governance,etc.When it participates in social governance,the Women’s Federation should clarify their positions,objectives,methods and contents.When it participates in social governance,the Women’s Federation still faces many serious and complex issues,such as the poor qualities of the women,the poor mechanism of protecting women’s rights and the weak structure of itself.All of these are the result of constrained thought,lacking experience,imperfect mechanism,etc.When it participates in social governance,the Women’s Federation needs to form a systemic model,put more emphasis on key areas,such as implementing public administration of government,organizing women to participate in market economy,leading women to build social civilizations,promoting women’s development healthily,and supporting women to protect their rights and interests.The Women’s Federation participating in social governance should form a complete range of mechanism.The keys are the support of our communities,the common mechanism,innovative participant ways,an effective operational system,strengthened women’s self-construction,and improvement in governance capacity,etc.更多还原
