【摘要】 政策性农业保险(后文简称“农业保险”)是我国现代农业发展的重要支柱之一。中央一号文件持续关注农业保险领域,为农业保险的发展奠定了坚实基础,指明了前进方向,注入了强劲动力。同时,农业保险作为“三农”工作的重要抓手,肩负着提供风险保障、稳定农民收入、搞活农村经济的重任。自2003年以来,在中央“一号文件”的持续关注和国家财政的有力支持下,全国许多地方相继开展了农业保险的试点工作,湖北省也积极响应号召,积极开展农业保险。2008年,湖北省被列入中央财政保费补贴试点,自此,财政补贴型农业保险全面启动,按照“政府引导、市场运作、自主自愿、协同推进”的运行机制,农业生产风险得到了比较有效地化解,农业再生产也得到了保障,农业保险的开展在推动湖北省农民生活水平提高、农业经济稳步发展方面发挥了积极作用。然而,随着农业保险发展的不断推进,农业保险运行中的问题也逐步暴露,严重束缚着农业保险稳步推进的步伐。为此,本文首先对我国及湖北农业保险的发展历程展开全方位的总结归纳,随后,深入分析过往几年湖北省农业保险领域取得的成效,剖析湖北省农业保险发展中面临的具体问题、存在的不足。其次,基于非参数的DEA方法,以农业保险开展是否对农业生产做出贡献为基本判别标准,力图从数据层面阐明农业保险的运行现状,并在此基础上探究湖北省农业保险运行中的不足以及可能的提升空间。最后,结合现实中湖北省农业保险面临的具体问题,以及分析农业保险运行中存在的不足,提出有针对性的对策建议,以期能够为推动湖北省农业保险健康有序发展提供有价值的参考和借鉴。通过这一系列的研究本文得出：首先,湖北省农业保险在发展中取得了一些成效,但仍存在保险品种少、保障程度低、财政支持力度较弱等现实问题。其次,实证分析结果表明,湖北省农业保险的开展未能够有效刺激农业的全要素生产率,但在提升农业生产的技术效率等方面有一定作用。最后,本文提出应当从提高农业保险的保障能力、推进制定有效的管理体制、完善农业保险的服务机制、加强农业保险宣传、提高农户投保积极性等方面推动湖北省农业保险健康有序发展。更多还原

【Abstract】 Policy-oriented agricultural insurance is one of the most important pillars of modern agricultural development. The "No.l document" of central government continuously pays attention to agricultural insurance domain, laying a solid foundation for the development of agricultural insurance, pointing out the direction, injecting strong power. At the same time, as an important gripper of "three agriculture "work, the agricultural insurance undertakes the important historical tasks, such as the risk guarantee, stability of farmers’ income and invigorating the rural economy. Since 2003, under the continuous attention of the"No.l document" of central government and the strong support of national finance, many parts of the country have carried out the pilot work of agricultural insurance, and Hubei province has also actively responded and carried out agricultural insurance.In 2008, Hubei province was included in the central finance premium subsidies pilot. Since then, the fiscal subsidy for model agricultural insurance comprehensively starts. According to the operating mechanism, "the government leading, market operating, voluntarism, collaborative advancement", agricultural production risk has been more effectively resolved, the reproduction agriculture has also been guaranteed. And the development of agricultural insurance has played a positive role in promoting the farmers’ living standards and steadying development of agricultural economics in Hubei province. However, there are also some problems in this operation.Firstly, the paper made a full range summary about the development of agricultural insurance of our country as well as Hubei province. Later, it in-depth analyzed the achievement of Hubei agricultural insurance in the past few years. And, it also analyzed the specific problem and deficiencies in the development of Hubei province agricultural insurance. Following, based on the non-parametric DEA and a basic criterion which agricultural insurance is contribution to agricultural production, the study attempts to elucidate the current status of agricultural insurance from data level and explore weakness and potential improvement on this basis. Finally, combining with the specific problem in Hubei province and the shortcoming of agricultural insurance operation in data analysis, targeted countermeasures and suggestions are put forward, so as to provide valuable references for the healthy and orderly development of agricultural insurance in Hubei province.Through analysis we found that, first of all, agricultural insurance in Hubei province has obtained certain effect in development process, but it still faces realistic difficulties such as less insurance, low level of protection and weak financial support. Secondly, The empirical results indicate that the development of agricultural insurance in Hubei province has no positive influence on the total factor productivity of agriculture, but does some good to promote the technical efficiency of agricultural production. Finally, this study pointed out several suggestions to promote the healthy development of agricultural insurance in Hubei province, such as improving the agricultural insurance support, promoting the development of effective management system, perfecting the agricultural insurance services, strengthening agricultural insurance publicity and improving the enthusiasm of farmers insurance level.更多还原
