【摘要】 建立责任政府是现代国家的核心课题,问责制度成为责任政府的必然性的制度选择。行政问责不应该只是“风暴”,更应该是常态化制度化的行政制度。基层政府问责制度是国家问责制度的重要组成部分,对于问责制度的研究和发展有深远意义。本文通过文献分析法、访谈法、案例研究法等,了解基层政府问责制度特点,并从行政责任来源的两个角度——行政性授权和人民民主授权分析问责中的问题,即从官员的动机和行为分析其集体性不作为、消极履责、瞒报谎报和公民问责能力低下和意识淡薄的原因。在此基础上推导出问题产生的制度原因——党的一元领导和中央集权的官僚等级制度,给出明晰权责、舆论监督和发展市民社会等措施建议。本文全篇共分为五个篇章:正文的第一章,对基层政府行政问责制度的研究背景与研究意义,研究框架与内容、研究方法与创新点进行了概括总结;正文第二章,较为详细的剖析了行政问责制度及其理论基础;正文的第三章,对我国基层政府行政问责制度存在的问题结合保定市实际案例进行了分析;正文的第四章,对基层政府行政问责制度问题出现的原因做出探索;正文的第五章着重谈论了如何完善基层政府的行政问责;文章的最后一部分是结束语,主要是对全文进行了一个整体的概括总结,并对行政问责未来的研究与实践进行了发展展望。更多还原

【Abstract】 The establishment of responsible government is the core subject of modern countries.The accountability system is the inevitable slection system of the responsible government.Administrative accountability should not only be a " storm",but also be a normalized and systemized administrative system.The grassroots government accountability system,which is an important part of the national accountability system,has profound significance to the research and development of the accountability system.The author of this essay learned the characteristics of the government accountability system through literature analysis,interviews,case study method,and analyses problems of the accountability system from two sources of the administrative accountability—— authorizations from the government and from the people.That is,to analyze the reasons of collective nonfeasance,passive fulfillment of duties,concealment and misrepresentation,poor accountability ability and low awareness of citizens through officials’ motivations and behaviors,thus to deduce the systematic reasons of the problem.This easy gives suggestions including clear accountability,public supervision and the development of civil society according to the investigation results.This article is divided into seven chapters: the first chapter,the research background and significance of the local government administrative accountability system,research framework and content,research methods and innovation points are summarized;the second chapter,a detailed analysis of the administrative accountability system and its theoretical basis;the third chapter in China,the local government administrative accountability system achievements carried out;the fourth chapter of the main text,on China’s local government administrative accountability system existing problems combined with the actual case of Baoding city were analyzed;the fifth chapter,the local government administrative accountability system asked reasons to explore the problem;the sixth chapter mainly talks about how to improve the grass-roots government administrative accountability;the last part is the conclusion,mainly to summarize an overall summary of the total And the future development of the research and practice of administrative accountability.更多还原
