【摘要】 群体性突发事件是目前国内最严重的社会问题之一,此类事件直接威胁着社会的稳定和安定,引起了政府的高度关注。公安队伍在维持国内治安方面扮演着重要的角色,是处理群体性事件的执行者,其主要职责是在党委和政府的领导和调度下,将事件的社会影响控制在最低范围内。如何在保持警民关系和谐的前提下,完成人民交付的各项任务,是公安机关需要考虑的首要难题。目前,相当一部分的地方政府将公安机关定位为群体性事件的责任主体,将绝大部分的工作指派给公安机关,甚至在未搞清事件来龙去脉的情况下,直接调动公安部队进行“镇压”,造成严重的社会影响。针对这些现象,笔者认为:群体性突发事件的处理,涉及到大量的工作。要顺利地完成这一工作,首先要明确党委和政府的指挥者角色,相关单位共同参与并互相协作,公安机关固然承担着重要的职责,但将大部分事务性工作交由这一单位完成的做法是非常不科学、不合理的。为了有效地平息群体性事件以及带来的负面影响,公安机关应该从这些方面着手:制定并实施有效的预警体系,扩大信息采集面,尽量将事件扼杀在萌芽状态;在事件爆发、发展的过程中,科学地调度警力,选择有效的战术措施,灵活应对;在事件被平息后,在党委、政府的领导和要求下,帮助民众解决问题,尽量杜绝类似事件的再次发生。更多还原

【Abstract】 The unexpected events of the group is one of the most serious social problems at present,such events are a direct threat to social stability and stability,attracted the attention of the government.The public security team in the maintenance of domestic security plays an important role,is the treatment of group events execution,its main duty is under the leadership of Party committees and governments and scheduling,the social impact events at the lowest range.And maintaining the harmonious relationship between the police and the people to complete various tasks delivered by the public security organs,the primary problem is to be considered.At present,a considerable part of the local government will be the public security organs as the main responsibility of mass incidents,the vast majority of the work assigned to the public security organs,not even in the sense of events under the condition of direct sequence of events,mobilize the public security forces of "repression",causing serious social impact.In view of these phenomena,the author’s view is: treatment group incidents that involves a lot of work.It is necessary to successfully complete this work,we must first clear the Party committee and government command role,relevant units to participate and cooperate with each other,the police Close the course plays an important role,but most of the work done by the unit of practice is not scientific,not reasonable.In order to effectively defuse mass incidents and the negative impact,the public security organs should start from these aspects: making and the implementation of effective early warning system,expand the information collection,as events will be nipped in the bud;in the event,the process of development,scientific scheduling of police,choose effective tactics,flexible;in the event after the end of the Party committee and government leadership and requirements,help people solve problems,try to prevent similar incidents from happening again.更多还原
