【摘要】 留守儿童问题是我国社会发展进程中的特殊现象。由于经济发展的区域不平衡,大批农村青壮年劳动力向城市发达地区流动,寻求工作和发展的机会。而由于我国城乡二元制的户籍制度、城市生活成本居高不下等原因,大批进城农民工只能将子女留在农村家中,由父母一方、祖父母或其他亲戚抚养。由于长时间的亲子分离,留守儿童容易出现心理健康、品行、安全等诸多方面的问题。帮扶身处困境中的留守儿童的是一个庞大、系统和复杂的问题,需要政府、社会、学校、家庭等诸多力量的协同参与。随着我国经济的发展,非政府组织不断涌现,表现在数量与日俱增、涉及面广、影响力日益加深。在留守儿童帮扶问题上,非政府组织亦是政府和市场之外的重要第三方力量。研究非政府组织在留守儿童帮扶上的作用,能够最大限度的激发社会力量来协同解决社会问题,推动留守儿童问题的管控和解决。本论文通过研究非政府组织帮扶重庆留守儿童的现状,探讨非政府组织在留守儿童帮扶问题上起到的积极作用,认为现阶段非政府组织帮扶留守儿童中所存在的问题主要有资金不足、管理缺陷、人才匮乏、影响力不足和干预机制混乱等问题,并从政府、社会、非政府组织自身三个层面提出了建议对策。更多还原

【Abstract】 Left-behind children is a special social phenomenon in our country.Due to unbalanced development in the area,a large number of rural labor flow to big cities for seeking work opportunities.Because our country executed urban and rural dual household registration system,and the urban life cost too high,a large number of migrant workers chose to keep their children in rural home,and made one parent,grandparents or other relatives raise them.Just due to long-time parent-child separation,left-behind children prone to mental health problems,safety problems and many other risks.Supporting the left-behind children is a large,complex problem,which need government,society,school,family and other strength to get together to solve it.With the development of the economy,nongovernmental organizations increased in number,size and influence.On the issue of how to support the left-behind children,nongovernmental organization is the most important strength outside of government and market force.To study the role of NGOs in supporting the left-behind children can arouse the maximum social forces to come together to solve social problems,and to promote the control and settle of left-behind children problem.In this paper,the status of NGOs helping left-bind children was been studied.We discussed the positive influence of NGOs in helping the left-behind children.Through our study,we thought the problems of NGOs helping left-bind children include insufficient funds,defect management,the lack of talent,lacking of influence and the chaos intervention mechanism.At last,we put forward solutions from the government level,society level and nongovernmental organizations level.更多还原
