【摘要】 离退休干部是中国特殊历史条件下形成的特殊群体,是党和国家的宝贵财富。做好老干部工作意义重大,这既是尊老敬老美德的延续和升华,也是党的组织工作的重要组成部分。做好这项工作,有利于促进精神文明建设,有利于体现社会主义优越性,有利于社会主义现代化建设和社会稳定。本论文以和田地区老干部管理为研究对象,从离退休干部管理现状入手,分析目前在老干部管理中存在的问题,针对不足之处分析原因,提出完善对策。论文主要分为六部分:第一部分是绪论,主要说明本文选题背景、意义、研究方法和可能的创新点。第二部分是基本概念和理论阐述,阐明了离退休制度和离退休干部的概念和相关理论知识。第三部分阐述和田地区在离退休干部政治待遇落实、生活待遇落实和发挥离退休干部方面的现状。第四部分从落实政治待遇、生活待遇和发挥作用三方面分析存在的问题。第五部分分析产生以上问题的原因。第六部分针对存在的问题提出完善建议。本文以和田地区离退休干部管理为具体研究对象,具有较强的针对性,对离退休干部管理中的不足之处进行剖析,提出完善方法,有利于促进和田地区离退休干部服务管理问题的认识。更多还原

【Abstract】 The retired cadres are special groups formed under the special history of China.They are the precious wealth of the Party and the country.Retired cadres work is of great significance which is not only the continuation and sublimation of honoring old people from ancient,but also is the important constituent of the Party’s organizational and cadres work.To do this work well will help to promote the construction of spiritual civilization,reflect the superiority of socialism,and express the strength of the socialist modernization and improve social stability.This paper takes management and service of the retired cadres in Hotan area as the researching object starting from the management status of retired cadres,analyzes the problems existing in the management of retired cadres and the reasons,and puts forward some suggestions.The paper consists of six parts: Part One is the introduction mainly instructs the topic,background and meaningful of the issue and studyi ng methods and creation points.Part Two is the basic concept of retired cadres and theories.thi s part introduces the management concept of retired cadres and theories.Part Three illustrates the experience of Hotan area in the implementation of the polit ical treatment,life treatment and playing role of retired cadres.Part Four picks up the problems in the implementation of the retired cadres of the three aspects.Part Five analyzes the reasons of retired cadres management and service of the above problems.Part Six puts forward to perfect suggestion according to the existing problems.The paper bases on the management and service of the retired cadres in Hotan area with specify problems.The paper analyzes the deficiencies in the management of retired cadres and gives suggestions to promote the understanding of the service of retired cadres in Hotan area.更多还原
