【摘要】 行政审批是现代国家管理社会政治、经济、文化等事务的重要的事前控制手段。随着我国社会主义市场经济体制的不断建立和完善,市场机制的作用就越来越明显,原有的行政审批制度已经不再适应经济社会发展环境日新月异的变化,受到了巨大的冲击和影响。党的十八大以来,在历年改革的基础上,国务院加大行政审批制度改革的力度,不断探索新的审批机制,完善行政审批的事前事中事后监管,激发地方经济社会活力。作为行政管理体制改革的重要内容,行政审批制度改革的意义非常重要,是政府的一场自我革命,是转变政府职能的关键环节,同时也是从源头上预防和治理腐败的重要举措。首先,推进行政审批制度改革,是完善社会主义市场经济体制的客观保障;其次,推进行政审批制度改革,是建设法治政府的内在要求;第三,推进行政审批制度改革,是转变政府职能的有效途径;第四,推进行政审批制度改革,是从源头上预防和治理腐败的根本举措。2013年以来,盘山县承接省、市下放的行政权力475项,同时对权力清单进行动态调整和完善,取消和调整事项159项,并在县政府网站上进行了公布,进一步加强了权力运行的事中事后监管。切实向市场、向社会、向下级政府放权,充分激发市场和社会发展活力,促进了县级政府职能转变和便企利民方面取得初步成效。但是在审批制度改革方面,仍然存在审批机制体制不科学、审批程序运行不规范、审批服务方式不合理、审批监督体系不健全、审批配套设施不完善等问题。而造成这些问题的主要原因是由于地方政府领导重视不够、行政审批制度建设滞后、审批部门存在职能错位、审批程序监管乏力、审批人员职业道德和业务素质不高等原因造成了。下一步,应当从建立科学的运行机制、创新行政审批服务方式、严格设定和规范流程、建立健全监督机制、完善配套措施建设等方面加强整改,确保政府职能不断转变,行政资源配置不断优化,行政效能不断提升。更多还原

【Abstract】 Administrative examination and approval is an important control measurement for all important social and political, economic and cultural affairs before the implementation. With the continuous buildup and improvement of China socialism marketing economic policy,marketing role plays a more and more important role. The initial administrative examination and approval rules can’t adapt to the social development and environmental changes with times, undertaking enormous hit and influence. Since the 18 th national party congress,subjected to the reforms for a series of years, the State Council strengthens to reform the administrative examination and approval rules by keeping exploring the new examination and approval mechanism and improvement the inspection for the whole progress of administrative examination and approval to inspire the vigor of local economy.As the important content on the administration reform, administrative examination and approval makes significant sense, as a self-revolution for the government, working as the critical link to transfer the government role, as well as an important measurement to prevent and cure the corruption from the source. First of all, implementation of the administrative examination and approval rules reform is an objective guarantee for improving the socialism marketing economy rule; in addition, implementation of the administrative examination and approval rules reform is the internal requirement to set up the rule by law government; third implementation of the administrative examination and approval rules reform is an effective approach to transfer the governmental role. Last of all, implementation of the administrative examination and approval rules reform implementation of the administrative examination and approval rules reform is the basic measurement to prevent and cure the corruption from the source.Since 2013 Panshan County has accepted 475 items of administrative powder authorized by the city and the province, and adjust the powder list for improvement, finally cancel and adjust 159 items and disclose in the website of the county government in a bid to strengthen supervision on the operation of powder during the affairs tackling, who delegates the powder to the market, society and the inferior level government fully inspiring the vigor existing in the market and society, to facilitate the county governmental role transfer and make initial achievement on supplying convenience for companies and people. But on the examination and approval rules reform, there are still existing some unscientific mechanism and rules,non-standardized examination and approval rules operation, unreasonable examination and approval service, unsound examination and inspection system, imperfect examination and approval equipment and so on. The reason causing those issues is that the local governmentdoesn’t emphasize, the rules for examination and approval lag behind, the examination and approval department roles mix up, the inspection and supervision on the examination and approval is weak, the officials’ employment ethics and business quality aren’t satisfied etc.Next measurement shall be taken in many aspects of building scientific operational mechanism, innovating the service mode of administrative examination and approval,transferring the governmental role continuously, optimizing the administration resources and improving the administration effectiveness and efficiency.更多还原
