重庆市科技人才库管理系统的设计与实现

【摘要】 随着国民经济的持续健康发展,各省市在进行省市科技创新项目、科技创新政策扶持规划时,都需要通过相关科技领域专家出谋划策,从而能够更好地保证省市科技政策落地和科技规划实施。但当前重庆市政府对于高科技人才管理工作还采用使用excel和手工记录的方式进行,不仅效率低下而且不能保证信息准确性。随着科技管理工作的推进重庆市政府决定建设科技人才库管理系统,通过科技人才库管理系统提升科技人才管理、服务水平,更好地引导科技项目发展和科技人才发展成长。同时通过设定专家库管理系统可以帮助重庆市进行各项科技创新项目评选,确实保证科技创新项目实施落地。重庆市科技人才库管理系统采用当前互联网技术中流行的B/S架构进行设计,采用IIS7.0做为应用服务器,采用多台机器并且配置了 Keeplived,从而能够有效地保证服务高可用性。为了有效的保证系统的安全性整个系统采用Session共享的方式,将用户session统一保存到Redis中。在开发语言上选用中型系统常用的C#开发体系进行研发,采用MVC的模式进行研发,有效提高了开发效率和代码的可维护性。数据库采用微软公司最新推出的SQLServer2012,并且为数据库进行了 AlwaysOn配置,保证系统具有高可用性和容灾恢复。重庆市科技人才库管理系统的核心业务主要划分为基础信息管理、用户信息维护、高层次人才库管理、用人单位管理四个部分,其中高层次人才管理是整个系统建设过程中的重点,也是代码编写最为复杂的模块。基础信息管理主要是针对系统管理员设定的一些系统基本信息维护的内容,主要包括了数据库维护、短信模板设定、邮件模板设定、科目类别管理三个部分。用户信息维护主要是针对重庆市科技人才进行个人信息维护的模块,其中包括个人工作简历、教育经历、主业技术职业情况等多个部分,虽然内容相对简单但需要依据科技人才填写的相关内容完成与社保系统相关API、科技成果信息库等多个系统的交互从而确认科技人才信息的正确性。高层次人才库管理是整个项目建设过程中最为复杂的部分,其中包括产业技能人才管理、特聘专家管理、产业领军人才管理、蓝色产业人才管理等四个模块。不同领域的科技人才和科技人才所在单位,对用人单位进行了管理工作,针对相关单位的详细信息通过调用工商管理相关接口 API,从而能够科技人才库中的用人单位信息的准确性,提高相关数据的可靠性。本系统建成后能够有效地帮助重庆市对于科技人才相关信息的管理工作,可以随时随地查看科技人才、科技人才所在单位的相关信息,提高了重庆市政府人员的工作效率。同时通过本系统能够实现对各类科技人才、高层次人才、特聘专家、领军人才等特高级人才的管理工作,从而有效完成了重庆市加强人才、项目、基地有机结合的目的。

【Abstract】 With the sustained and healthy development of national economy,various provinces and cities in the provinces of science and technology innovation project,scientific and technological innovation policy support planning,are required by the relevant technical experts give advice and suggestions,so as to ensure the implementation of provincial science and technology policy landing and technology planning.However,the current Kunming municipal government for the management of high-tech talent is also used in the way of Excel and manual records,not only inefficient and can not guarantee the accuracy of information.Along with the science and technology management to promote the work of the Kunming municipal government decided to build science and technology talent database management system,through the science and technology talent database management system to enhance scientific and technological personnel management and service level,to better guide the development of science and technology project of science and technology talent development.While setting the expert database management system can help the Chongqing Municipal Science and technology innovation project selection,to ensure that the implementation of scientific and technological innovation projects landing.Chongqing city science and technology talent database management system using the popular Internet technology in the current B/S architecture design,using IIS 7 as application server,using multiple machines and the configuration of the Keeplived,which can effectively ensure the service availability.In order to effectively guarantee the security of the system,the whole system uses the Session sharing method,which will save the user session to the Redis.In the development of the language used in the development of C#system commonly used in the development of the system,the use of MVC model for R&D,effectively improve the efficiency of the development and maintenance of the code.The database uses Microsoft Corp’s new SQL Server 2012,and the AlwaysOn configuration database,ensure that the system has high availability and disaster recovery.The core business of the main division of Chongqing city science and technology talent database management system based on information management,user information maintenance,high-level personnel database management,management of the employer four parts,among which the high level of talent management is the key in the process of system construction,is also the most complicated module code.Basic information management is mainly for the system administrator to set some basic information maintenance of the system,including the database maintenance,basic information settings,three parts of the subject category management.The user information maintenance is the main module of personal information maintenance in Chongqing city science and technology talents,including a number of personal resume,education,occupation and other technology industry,although the content is relatively simple but according to correct related technical personnel to fill in the contents of interaction associated with the complete social security system,API science and technology information library a system to identify the talents of science and technology information.High level personnel management is the most complicated part of the whole process of project construction,including industry talents management,expert management,leading talent management module is three.Different areas of dscience and technology talents and technical personnel in the unit,the management work of the employer,for detailed information of related units by calling business management related to the interface of API,accuracy of employer information technology professionals in the library,improve the reliability of data.After the completion of this system can effectively help the Chongqing city for science and technology personnel information management,can view the relevant information whenever and wherever possible scientific and technological personnel,technical personnel of the unit,the Chongqing municipal government to improve the efficiency of the staff.At the same time,this system can realize all kinds of technical personnel,high-level personnel,distinguished experts,leading talent etc.senior personnel management work,so as to effectively complete the Chongqing city project,strengthen personnel,combine the objective.
