【摘要】 公平与效率的关系是人类社会一直在探讨的问题,公平和效率是人类所不懈追求的两大目标,任何社会制度下均是如此。改革开放三十九年来,我国经济总量不断增长,在全球经济发展中所起到的作用也越来越大。但从公平与效率关系的角度来看,在效率得到了很大的提升的同时,公平问题日益突出。因此,有必要对公平与效率的关系问题进行深入研究,对于我国发展社会主义市场经济和建设社会主义和谐社会具有重要的作用。首先,通过对公平与效率关系的相关理论进行分析,阐述了公平与效率的辩证的、历史的统一关系,并分析了马克思主义的公平效率观,提出了马克思主义公平效率观在当前我国深化改革和未来经济发展过程中的指导意义。其次,通过对我国建国以来所实行过的公平与效率关系的政策选择进行总结和概括,分析了其积极意义和不足之处,并提出了在全面建成小康的社会背景下公平与效率关系的政策选择,即坚持“公平优先,兼顾效率”。最后,针对当前社会中的现实问题,提出了实现和谐的公平与效率关系的建议,主要包括:提高全社会普通劳动者的收入水平、落实“共同富裕”政策、发挥政府宏观调控力量、完善社会福利和保障制度、引导公益事业发展方向、开展涉及市场经济的法律实践等建议。更多还原

【Abstract】 Fairness and efficiency are the two major goals of human society,the relationship between them is a problem that has been discussed for long.Over the past 39 years of reform and opening up,China,as an economic giant,played an important role in the development of the global economy.But it can’t be denied that while efficiency has been greatly improved,fairness became a highlighted social issue these days.Therefore,it is necessary to study the relationship between fairness and efficiency,which is of great significance to promote both the development of socialist market economy and the construction of socialist harmonious society.This article firstly explores the dialectical and historical unity relationship between fairness and efficiency,and analyzes Marx’s view,then puts forward the importance of this issue to both the development of economic and the distribution system of a country.Secondly,discusses the historical evolution of fairness and efficiency,analyzes the positive significance and deficiency,and puts forward the policy choice of the relationship between fairness and efficiency under the background of building a well-off society in an all-round way.Finally,combined with the practical problems in the current society,the author gives some feasible suggestions and countermeasures.Including: improving the income level of ordinary workers,implementing the "common prosperity" policy,carrying out the legal practice of market economy,giving full play to the government’s macro-control power,improving social welfare and security system,guiding the development direction of public service and so on.更多还原
