【摘要】 在新农村建设过程中,法制教育是提高农民法律意识,增强农民法律信任感,最终树立起法律信仰和理念的根本途径。可以说,社会主义新农村建设、法制农村的建立离不开法制教育,更离不开全体相关人员的共同努力。法制农村、法制社会的建设更加离不开法制教育,我们都了解法律能否被公众所理解和接受决定着法律能否在社会发展和农村建设过程中发挥真正的实效性。对于农村来说,法律不仅仅代表一种制度,还代表着一种权利与义务,代表着一种信仰和力量,法律通过一定的教育途径被传播后,通过受教育者的理解将法律内化为一种理想、一种信念后,更深入地指导农民所面临的法律问题,法律信仰是法律知识的主观性内化,是法律知识的一种升华。本文以佳木斯市农村法制教育问题为研究对象,以新农村全面建设时期法制、法制教育以及农村法制教育相关概念为出发点,对当前佳木斯市法制教育的成果性现状以及缺失性现状进行综合分析,一方面肯定农村法制教育方面所取得的成就,一方面将佳木斯市法制教育问题加以梳理并进行全面的原因性分析,为解决问题奠定基础。其次,本文还通过对国内外先进性成果进行特征化分析,如:国外农业发达国家、国内河北省各市、湖南省各市、山东省泰安市以及甘肃省各市等法制教育经验进行梳理,希望能为佳木斯市农村法制教育问题提供一定的参考。最终,结合现实及发展的实际要求,笔者从农村法制教育的组织管理、教育者、受教育者、教育内容、教育方法和途径的创新以及教育的实效性发挥等方面提出了加强农村法制教育的对策和方法。希望通过对佳木斯市农村法制教育的理论分析性研究,积极推进农村法制教育工作的创新,增强其实效性,为新农村乃至于和谐社会主义的建设打下坚实而又牢固的法律基础。更多还原

【Abstract】 In the process of new rural construction,legal education is the fundamental way to strengthen legal consciousnessand enhance legal trust of farmers,and finally establish legal beliefs and values.It can be said that the construction of new socialist countryside and the building of rural legal system can not be achieved without legal education and the joint efforts of all relevant personnel.What’s more,the legal society construction is inseparable from legal education too.We all know that whether laws can be understood or accepted by the public determines how the laws’ effectiveness being acted in rural construction and social development.As to the rural area,laws not only represent systems,but also represent rights and obligations,faith and strength.The laws will be spread to educatees by certain education approaches.With their own understandings,the laws will be turned into an inner ideality and belief,then become a in-depth guidance to farmers when they facing legal problems.Under normal circumstances we will believe that legal belief is the subjective internalization of legal knowledge and sublimation of legal knowledge.This article takes Jiamusi rural legal education as research object,takes the relevant concepts of legal system,legal system education and rural legal educationin the new countrysideconstruction period as starting point,carries on a comprehensive analysis to the present situation of Jiamusi legal education’s achievements and deficiencies.On one hand,recognizes the achievements on Jiamusi rural legal education.On the other hand,sorts out the problems existing in Jiamusi rural legal education and makes a thorough analysisof the causes,aims to lay a foundation for better solution.Besides,this article also makes a characterization analysis on the advanced achievements in the rural legal educationof somenational and international cities,such as cities of Hebei,Hunan and Gansu Province,Tai’an of Shandong Province,and cities of agriculturally-developed foreign countries,hopes to provide some reference for Jiamusi rural legal education.In the end,combining the present situation with the practical requirements of development,the author puts forwardcounter measures and methods on how to strengthen the rural legal education from aspects of organization and management,educator,educatee,education contents,education approach innovation and the effectiveness of education.It is hoped that through theoretical analysis of rural legal education in Jiamusi city,we will actively promote the innovation of legal education in rural areas and enhance its effectiveness,thus laying a firm and solid legal foundation for the building of new socialist countryside and even harmonious socialism.更多还原
