【摘要】 十八大以来,中国共产党狠抓党风廉政建设和反腐败工作,将其成败作为关系到中国共产党执政地位的重要战役。面对新常态下反腐败工作新形势、新任务,中国共产党提出深化纪律检查体制改革重要战略部署。纪检监察机关作为纪检监察工作的主责机关,随着深化纪律检查体制改革的深入开展,其独立性和权威性进一步加强。在权力加强的同时,纪检监察系统内部近年来不断发生纪检监察干部严重违纪违法问题,为反腐败工作造成了恶劣的影响。在此背景下,对于纪检监察机关干部队伍的监督管理成为当前的热点问题。纪检监察干部作为纪检监察工作的主体,担负着党和人民赋予的期望,同时也面临着形形色色的诱惑,如何科学、合理、有效的构建监督管理干部体制,依法依规执纪成为深化中国共产党纪律检查体制改革的关键。本文通过分析内蒙古纪检监察机关监督管理体制建设实践情况,归纳总结出实践过程中产生的问题,并深入剖析产生问题的原因,结合公共管理相关理论,对构建内部监督为重点、外部监督为依托的科学完善的内蒙古纪检监察干部监督管理体制提出对策建议。更多还原

【Abstract】 Since the eighteenth congress of the Communist Party of China,the Communist Party of China has made an effort to improve party conduct,promote integrity and fight corruption.The Communist Party of China regard them as an important war for its ruling status.Facing the new situation and new task of anti-corruption work,the Communist Party of China come up with a strategy to deepen discipline inspection system reform.As the main responsible organ for discipline supervision and inspection,the discipline supervision and inspection organ has been strengthened its independence and authority,along with its discipline inspection system reform.But some problems that violate the law and discipline have been appeared in cadres of discipline inspection these years.It made a very bad affection on anti-corruption work while strengthen its power at the same time.On this background,it has become a hot issue to supervise and manage cadres of discipline supervision and inspection organ.As the subject of discipline supervision and inspection work,cadres of discipline supervision and inspection shoulder the expectation of the party and people,face all sorts of temptations.To build a supervision and management system for cadres in a scientific,reasonable and effective way is vital.It is the key to deepen discipline inspection system reform based on the law and discipline.This paper analyze the supervision and management system practice situations of Inner Mongolian discipline supervision and inspection organ,conclude and summarize the problems in practice process,analyze the reasons of the problem deeply,combine public management knowledge and relevant theory,come up with some advice to the supervision and management system of scientific and complete Inner Mongolian discipline supervision and inspection cadres,which focus on internal supervision and rely on external supervision.更多还原
