【摘要】 中国共产主义青年团是共产党领导下的先进青年组织,具有政治性、先进性和群众性。改革开放以来,中国经济社会迅速发展,青少年需求也日趋多样,青少年流动性增强、共青团组织资源涣散、社会青年组织发展等原因,导致共青团组织覆盖面出现了盲区,对广大青年群众的吸引力、凝聚力下降。基层共青团组织是全团工作的"神经末梢",是团组织发挥组织青年、引导青年、服务青年、维护青年合法权益组织职能的主阵地。基层共青团组织职能能否有效发挥,关系到全团工作能否有效开展,能否更好的服务党的中心工作。因此,对县区级及以下基层共青团组织职能的现状以及改革创新举措进行研究是很有必要的,论文还以江苏省淮安市淮阴团区委为例,进行实践探索和研究。共青团组织成立以来近一个世纪,积累了一定的成功经验,是广大青年群众的坚强组织依靠,是共产党的助手和后备军。但是,改革开放以来,在新的形势下,在从严治党、从严治团的背景下,共青团组织面临着前所未有的挑战和机遇。在全面深化改革的大环境下,共青团组织要以改革创新精神推进各项工作和自身组织职能建设,不断提高共青团工作科学化水平,才能更好的履行职能,才能更好的组织、引导、服务广大青少年群众。论文采用文献查阅、问卷调查、走访调研等研究方法,从多学科视角看基层共青团工作,结合基层团组织工作调研报告等相关资料,以组织学、"第三部门"理论、社会治理理论为基础,一般性分析基层共青团组织坚持共产党的领导,党建带团建、品牌化打造共青团活动项目、打造线上线下青少年综合服务平台、切实维护青少年合法权益四个方面职能履行现状,分析了新形势下共青团组织面临的挑战和机遇。笔者还结合自身工作实际,以江苏省淮安市淮阴团区委为例,分析基层团组织团员发展和组织管理、服务青年就业创业、服务关爱青少年等情况,总结实践经验、发现问题、分析原因,对基层团组织职能创新改革的对策进行研究,从如何通过规范团员发展管理、助推青年自组织发展来组织青年,如何更好的了解青年需求、有针对性的进行青少年法治教育等方式来引导青年,从组建复合型青年服务队伍、加强青少年综合服务平台、引导青少年创业就业三个方面来研究如何服务青年,维护青少年合法权益,这四个方面有针对性的提出改革创新举措,从而进一步促进共青团组织发挥其政治职能、行政职能、群团职能,焕发青年组织活力,保持共青团旺盛生命力,保障组织的可持续发展,围绕党的事业中心、服务大局。更多还原

【Abstract】 The Communist Youth League of China is the advanced youth organization under the lead of the Communist Party,which is political,advanced and mass.Since the economic reform and opening of China,economic society has gained rapidly development.Simultaneously,the diversity of the adolenscent needs,the mobility of the youth,the scattered resources of Communist Youth League,the development of social youth organizations and so on,all these reasons are leading to the coverage blind spot of Communist Youth League.The attraction and cohesion for the majority of the youth also declined.Grass-roots Communist youth League is the "nerve endings" of the whole group work,it is the main base of the Communist youth League to play the role in organizing youth,guiding youth,serving youth,and maintaining the legitimate rights and interests of the youth.Whether the functions of grass-roots Communist Youth League can effectively play or not,will affect the effectiveness work of whole group and service to the central work of the Communist Party.Therefore,it is necessary to study the current situation of the functions of the grass-roots Communist Youth League at the county level and the measures of reform and innovation.This paper takes Huaiyin Communist Youth League in Huai’an,Jiangsu as an example to carry out practical exploration and research.Communist youth League has been set up near a century ago,it has accumulated a certain of successful experiences.It provides strong support of the youth.It is also the assistant and reserve army for Communist Party.However,with economic reform and opening of China,under the new situation and the background of the comprehensively strength party and league discipline,the Communist Youth League faces unprecedented challenges and opportunities.In a comprehensive deepening of the reform environment,the Communist youth League should promote various work and construct the organizational functions through the spirit of reform and innovation,and continuously improving the scientific level of the,so as to better performing their functions,organizing,guiding and serving the majority of youth.This paper adopts literature search,questionnaire survey,field investigation and other research methods.With the perspective of multi-disciplinary to observe the work of grass-roots Communist youth League,combining with the investigation reports and other relevant information of grass-roots Communist youth League,taking the histology,the third sector theory and social governance theory as basis,this paper generally analyzes the current situation of performing functions on the grass-roots Communist youth League adheres to the lead of the Communist Party,the construction of Communist Party promotes the construction of the Communist youth League,the brand building on the activities of Communist youth League and the online and offline integrated service platform for the youth,and effectively maintain the legitimate rights and interests of the youth.It also analyzes the challenges and opportunities faced by the Communist Youth League under the new situation.I also combine with the actual work of myself,take Huaiyin Communist youth League in Huai’an,Jiangsu as an example to analyze the development of the members,the organizational management,the services of the employment and entrepreneurship of the youth and care for the youth.By summarizing the practical experience,founding the problem and analyze the reasons,I research on the measures of grass-roots Communist Youth League on innovating and reforming the functions.From how to regulate the development and management of members and promote the youth to consciously organize and develop,how to better understand the demands of the youth,specific legal education and other ways to guide and educate the youth,how to form compound youth service team,strengthen the integrated service platform for the youth to guide the employment and entrepreneurship of the youth to study,how to serve youth,maintain the legitimate rights and interests of the youth,these four aspects I proposed the measures of reform and innovation to further promote the Communist Youth League playing its political functions,administrative functions and group functions,displaying the vitality of youth organizations,maintaining the vitality of the Communist Youth League,ensuring the sustainable development of the organizations,being around the career center of Communist Party and serving the overall situation.更多还原
