【摘要】 坚决反对腐败、建设廉洁政府,是中国共产党一贯坚持的鲜明政治立场。改革开放以来,党和国家的工作重心逐渐转移到经济建设上来,为国家和经济社会的发展注入了新鲜活力,中国人民、社会主义中国、中国共产党的面貌都发生了翻天覆地的变化。在取得经济社会建设巨大成就的同时,党内腐败问题却在日益加剧,反腐倡廉展现出与以往不同的新形势新特点。与此同时,中国共产党的反腐倡廉思想也伴随着反腐败斗争的逐渐深入而不断丰富发展,成为中国共产党自身建设理论的重要组成部分。作为一个开放的、不断发展的理论,改革开放以来中国共产党的反腐倡廉思想继承和发展了马克思、恩格斯、列宁、毛泽东等经典作家的反腐倡廉思想,并立足于改革开放进程中党的反腐倡廉实践,吸取了苏联廉政建设实践的教训,借鉴了中国传统廉政思想的优秀成果。改革开放四十年来,从邓小平“反腐倡廉要始终以经济建设为中心,坚持两手抓,两手都要硬”,到江泽民“反腐倡廉是关系当前国家生死存亡的严重政治斗争,力图从源头上进行预防和治理腐败现象”,到胡锦涛“反腐倡廉要坚持惩防并举的战略方针,建立健全教育、制度、监督并重的惩防体系”,再到习近平“全面从严治党、把权力关进制度的笼子里、筑牢拒腐防变的思想道德防线、狠抓作风建设、运用历史智慧推进反腐倡廉建设”等,我们党的反腐倡廉思想不断得到丰富与完善,体现出明显的时代性、显著的创新性、鲜明的民本性、突出的实践性等特点。系统梳理与深入研究改革开放以来中国共产党的反腐倡廉思想,尤其是总结提炼党的十八大以来以习近平为核心的党中央领导集体的反腐倡廉思想,不仅能够发展马克思、恩格斯、列宁等经典作家的廉政学说、丰富中国共产党反腐倡廉理论、完善中国特色社会主义理论体系,也能够进一步增强中国共产党的执政能力建设、指明社会主义政治文明的发展方向,为实现中华民族伟大复兴“中国梦”提供强大的思想武器。特别是对其“加强思想建党,促进廉洁自律;推进机制建设,堵塞腐败漏洞;强化法制建设,加大惩处力度;注重民主监督,防止权力滥用”等基本反腐倡廉经验的凝练,更为新时期反腐倡廉实践向纵深发展提供了理论基础。更多还原

【Abstract】 Resolutely opposing corruption and building a clean government is a clear political position that the Communist Party of China has always adhered to.Since the reform and opening up,the focus of the party and the country has gradually shifted to economic construction,which injects fresh vitality for the development of national and social economy.The outlook of Chinese people,socialistic China and the Communist Party of China has changed dramatically.While obtaining great achievements of social and economic construction,the party corruption problem is increasingly anabatic.The anti-corruption shows new situation and new characteristics.At the same time,accompanied by the anti-corruption struggle,the anti-corruption ideology of the Communist Party of China is gradually deepening and enriching.It has become an important part of the self-construction theory of the Communist Party of China.As an open and continuously developing theory,the anti-corruption ideology of the Communist Party of China has inherited and developed the anti-corruption thoughts of Marx,Engels,Lenin,Mao Zedong and other classical writers.And on the basis of the anti-corruption practice of the party in the process of reform and opening up,it draws lessons from the clean government construction practice of Soviet government and uses the outstanding achievements of Chinese traditional clean government thought.During forty years since the reform and opening up,from Deng Xiaoping’s “the fight against corruption should always take economic construction as the center and we should insist on both hands,both hands must be hard”,Jiang Zemin’s “the anti-corruption is a serious political struggle related to the party and the country’s survival and trying to prevent and control corruption from the source”,Hu Jintao’s “the anti-corruption campaign should adhere to the strategic principle of the combination of punishment and prevention,and establish and improve the system of punishing and preventing corruption in education,system and supervision” to Xi Jinping’s “comprehensively strengthen party discipline and put the power in the cage and build a moral defense line against corruption and degeneration and vigorously promotes the style construction and using historical wisdom to promote the construction of Anti-corruption and build a clean government”,anti-corruption ideology of the Communist Party of China has been continuously enriched and improved,reflecting obvious epochal character,significant innovation,distinctive people-oriented nature,prominent practicalness and othercharacteristics.This paper systematically cards and explores the anti-corruption ideology of the Communist Party of China since the reform and opening up,especially summarizing the anti-corruption ideology of the central leading body of the Communist Party of China with Xi Jinping as the core since the the 18 th National Congress of the Communist Party of China.It can not only develop the anti-corruption theories of Marx,Engels,Lenin and other classical writers,enrich he anti-corruption ideology of the Communist Party of China and perfect the theoretical system of socialism with Chinese characteristics,but also can further enhance the ruling ability of the Communist Party of China,indicate the development direction of socialist political civilization and provide a powerful ideological weapon for realizing the Chinese dream of the great rejuvenation of the Chinese nation.Especially,its summary of basic anti-corruption experience of “strengthen ideological construction and promote honesty and self-discipline,promote mechanism construction and plug corruption loopholes,strengthen legal construction and increase punishment strength,pay attention to democratic supervision and prevent power abuse”,provides a theoretical basis for the in-depth development of the anti-corruption practice in the new era.更多还原
