【摘要】 当前,我国城乡发展面临社会、经济、环境三个主要问题,转型问题要求日益强烈。生态、低碳城市规划建设已开始的走向广泛的社会认同,从纯理论式的探讨和构想走向实际的建设行动,成为推动城市规划模式转变的关键性内容。本文立足于生态城市的基础理论和思想观念,结合实际提出了改进城市规划建设工作的一系列想法和建议。生态城市这一理念体现了人们对于改善城市环境的美好愿景,这一理念具体表现为城市建设健康性、协调性以及可持续性原则。在实践环节,生态城市建设受社会、经济以及自然等多种因素的影响,使得生态城市建设成为一项长期性和复杂性的工程。借鉴复杂性科学理论,积极改进生态城市规划建设活动,应在城乡规划体系内开展整体性研究与规划、采取定性定量相结合的研究方法、强调多学科综合研究、注重微观研究与宏观研究结合等。在前两章的论述中,结合基础性理论和实践研究,在中外大量数据资料的辅助下,学习前人的成功经验,根据实际需求,研究中外生态城市理论和实例的发展历程,通过研究数据和实践经验中总结出生态规划和创新理论,帮助理解生态城市建设理念。第三章是本文的重点内容,通过对生态规划建设概念的理解,为实现建设生态城市的目标,结合理论与实践,运用科学研究分析方法,有针对性的提出规划方案和合理有效途径,以生态城市的思想观念和基础为条件,提出有待解决和改进城市规划工作的想法和建议。本文结尾以绍兴袍江新区两湖区域发展规划为范例,回顾了生态导向的城市发展规划历程,针对规划区的自然环境特色,提出了生态优先的规划理念,探讨了两湖区域发展规划方案运用生态调査与评价、生态导向的规划目标选择、生态低碳规划实施评估、生态效益评价等一系列技术手段进行研究实践。并在这一基础上提出了建设生态城市和改进生态城市规划工作方法的相关思考,对于相似区域的城市规划具有一定的借鉴性。更多还原

【Abstract】 Nowadays,there are many problems in the development of urban and rural areas in China,mainly in the three aspects of the ecological,economic and social aspects,therefore,it is necessary to open up new scientific development model.In the social scope,low carbon environmental protection life has become a common pursuit of life,the construction of ecological city,the low carbon life not only stay on the slogan,the social public through their own efforts to practice the idea.Based on the basic idea of eco city construction,this paper puts forward some suggestions for the construction of the urbanization process.The idea of eco city is a good idea to improve the environment of the city,which is a specific manifestation of the urban construction of health,coordination and sustainable principle.In practice,the construction of eco city is influenced by many factors,such as social,economic and natural factors,which makes the construction of eco city become a long-term and complex project.Using complexity science theory,we should actively improve the ecological city planning and construction activities,should carry out integrated research and planning in urban and rural planning system,take qualitative and quantitative research methods,and stress the combination of multi subjects,micro research and macro research.Based In the first two chapters,with the aid of a large amount of data in C hina and abroad,based on the research of basic theory and practice,this paper studies the successful experience of the former.The third chapter is the focus of this paper,through the understanding of the concept of ecological planning,to achieve the goal of building eco city,combining theory and practice,the use of scientific research and analysis methods,the proposed planning scheme and reasonable and effective way to Eco C ity thinking and basis for the conditions,put forward to solve and improve urban planning ideas and suggestions.At the end of this paper,Paojiang New District in Shaoxing C ity Lakes region development planning as an example,reviews the development course of the ecological city planning guide,according to the features of natural environment in the planning area,put forward the concept of ecological priority planning,discusses the application of ecological Lakes Region Development Planning Survey and evaluation,ecological planning and ecological planning of low carbon target selection implementation of the assessment,ecological benefit evaluation and a series of technical means to carry out research and practice.O n the basis of the above,the paper puts forward some thoughts about the construction of ecological city and the improvement of the working methods of eco city planning.更多还原
