区域低碳创新系统绩效及影响因素研究

【摘要】 区域低碳创新系统在创新产出与低碳效益方面对区域经济发展及国家竞争优势有着重要作用。低碳创新已经俨然成为高碳工业城市文明向低碳绿色生态文明转化的基本路径。本文对区域低碳创新系统绩效及影响因素进行研究,一方面分析全国范围内各区域的低碳创新系统绩效水平,比较其各自优势与不足,同时识别对系统绩效作用效果明显的因素并计算分析其影响方式,从而有助于提出提高绩效的对策建议。这对我国抢占世界经济先机,在全球经济一体化的今天占据价值领先地位有重要意义。在研究过程中,首先明确全球气候变化的大环境与低碳发展的背景,对相关学者关于区域低碳创新系统所涉及的概念研究进行梳理和总结,确定研究目标与意义。然后结合研究现状和问题解析创新系统内涵、特征及运行机制。从其资源投入和效益产出来测度区域创新系统绩效,并对系统影响环境进行分析,构建文章研究的概念模型。其次选择DEA-Tobit两步法作为理论研究的研究工具。构建区域低碳创新系统绩效评价指标体系,运用数据包络法对低碳创新绩效进行评价,解析区域间共性及差异;再次确定本文重点研究的影响因素,以效率值为因变量,利用Tobit回归模型对区域低碳创新系统绩效影响因素进行计算和结果分析。最后结合以上分析结果提出相应对策建议。研究结果表明,区域低碳创新系统创新绩效存在较大差异,区域在低碳创新绩效的提高上仍有很大空间,一方面与投入产出的结构和技术问题有关,另一方面也受中国当前的经济发展条件和社会文化水平的限制。能源结构、教育水平和区域开放程度对区域低碳创新系统绩效产生正向影响,且效果显著;政府导向对区域低碳创新系统绩效有负向影响。区域低碳创新系统良好的运行还需要创新主体加强低碳创新活动与合作能力,利用区域特点与优势,加强对投入产出的利用效率和转化能力,调节相关环境因素等。

【Abstract】 The regional low-carbon innovation system plays an important role in the regional economic development and the national competitive advantage in the aspect of innovation output and low carbon efficiency.Low carbon innovation has become the basic path of the transformation from high carbon industry city civilization to low-carbon green ecological civilization.In this paper,the performance and influencing factors of regional low carbon innovation system are studied.On the one hand,we analyze the performance of low-carbon innovation system in different regions of the country,and compare their respective advantages and disadvantages.At the same time,we identify the factors which have obvious effect on the performance of the system,and calculate and analyze the influence of the factors,so as to provide suggestions for improving the performance.It is of great significance for China to seize the opportunity of the world economy and occupy the leading position in the global economic integration today.In the course of the study,first of all,it is necessary to make clear the background of global climate change and low carbon development.Comb and summarize the relevant research on the regional low-carbon innovation system,and determine the research objectives and significance.Then,it analyzes the connotation,characteristics and operation mechanism of the innovation system.Measure the performance of regional innovation system from the point of view of its input and output,and analyze the influence of the system environment,and build the conceptual model.Second,choose DEA-Tobit two step as the theoretical research tool.Establish the performance evaluation index system of regional low-carbon innovation system,measure the performance of low carboninnovation using data envelopment analysis.Analyze the similarities and differences between regions.After that,taking the efficiency value as the dependent variable,the Tobit regression model was used to calculate the influence factors and the results of regional low-carbon innovation system performance.Finally,combined with the above analysis,the paper puts forward the corresponding countermeasures and suggestions.The results show that there is a big difference in the innovation performance of regional low-carbon innovation system,and there is still a lot of room for the improvement of low-carbon innovation performance.On the one hand,it is related to the structure and technical problems of input and output,on the other hand,it is restricted by China’s current economic development and social and cultural level.Energy structure,education level and regional openness have a positive impact on the performance of regional low-carbon innovation system,and the effect is significant.Government orientation has a negative impact on the performance of regional low-carbon innovation system.Good operation of regional low carbon innovation system also need to strengthen the innovation of low-carbon innovation activities and cooperation ability,combined with regional characteristics and advantages to strengthen the efficiency and transformation ability of the use of input and output,and to adjust the relevant environmental factors.
