沈阳环保大厦智能化项目的风险管理研究

【摘要】 近年来,我国建筑智能化发展迅速,已成为全球最大的建筑智能化市场,世界上最先进的建筑智能化技术在中国都得到应用,而且,项目规模越大,技术越新、系统越复杂,其风险程度就越高。因此,必须从理论和实践上重视对建筑智能化项目的风险管理研究。风险管理目的是保证项目总目标实现,良好的风险管理是项目成功的关键,早预测,早准备,降低风险,发现机会,是风险管理的原则。沈阳环保大厦项目定位为以国家绿色建筑二星标准(GB/T 50378)为主要目标,建成国内领先的新型办公楼宇与智能环保理念相结合的绿色建筑优质工程。大厦智能化系统作为建筑物的控制核心,由于其涉及电气、安装、装修、弱电、计算机、软件等多领域、多学科,技术新、工程复杂、项目干系人众多,在整个建筑智能化过程中存在大量风险因素,智能化项目成败关系到大厦建设总体目标能否实现,因此,有必要将风险管理引入到智能化项目建设之中,结合建筑智能化项目特点,对沈阳环保大厦智能化项目的风险进行有效管理。本文以笔者参加建设的沈阳环保大厦智能化工程项目为实例,对智能化项目风险管理的现状、存在的问题进行了分析与研究:结合沈阳环保大厦智能化项目的具体工程实践,运用工程项目管理理论与具体实际工程项目相结合的方法,对智能化项目的风险管理规划、风险识别、风险分析评估、风险应对、风险监控等内容进行详细探讨研究。本文主要研究内容包括以下几个部分:一是介绍了沈阳环保大厦智能化项目研究背景和意义,研究目的、研究方法与主要研究内容;二是介绍了项目风险管理概论,主要阐述了风险和项目风险管理概念,项目风险识别,项目风险评价,项目风险应对等理论;三是介绍了沈阳环保大厦智能化项目的背景分析及风险管理规划;四是研究了沈阳环保大厦智能化项目风险识别和风险评估,建立了智能化项目初始风险清单和项目风险清单,通过对项目风险因素的定性、定量分析评估研究,确定智能化项目的关键风险因素;五是研究了智能化项目风险应对计划及项目风险应对措施,论述了智能化项目风险监控计划及主要风险监控措施,风险跟踪和项目后评价的实施方法。最后,介绍了沈阳环保大厦智能化项目风险管理研究的结论与展望。

【Abstract】 In recent years,the rapid development of the intelligent building in our country,has become the world’s largest intelligent building market,the world’s most advanced intelligent building technology has been applied in China,and the project scale,the greater the technology more new,more complex,the higher the degree of risk.Therefore,Must from the theoretical and practical value for building intelligent project risk management research.Risk management purpose is to ensure total project goals,good risk management is critical to the success of the project,to predict early,early preparation,reduce risk,find the opportunity,is the principle of risk management.Shenyang green building projects for positioning on national green building two star standard(GB/T 50378)as the main target,a new type of office buildings built in the domestic leading combined with intelligent environmental protection concept of the green building quality engineering.Building intelligent systems as the control core of the building,due to its electrical,installation,decoration,weak current,many fields such as computer,software,multidisciplinary,new technology,engineering,complex and numerous stakeholders,there are many risk factors in the process of the intelligent building,intelligent construction project success or failure is related to the building overall goal realization,so it is necessary to introduce risk management into intelligent project construction,combining with the characteristics of intelligent building projects and to effectively manage project risks.In this paper the author to participate in the construction of the Shenyang environmental protection building intelligence engineering project as an example,the intelligent project risk management present situation and existing problems are analyzed and the research,combined with the engineering practice of Shenyang environmental protection building intelligent project,project management theory combined with the actual engineering project,the method of the intelligent project risk planning,risk identification,risk evaluation,risk response,risk monitoring and discusses the content such as research.This article main research content includes the following several parts:First of all,this paper introduces the Shenyang environmental protection building intelligent project research background and significance,research purpose,research methods and main research content.Then,the paper introduces the related theory system,mainly elaborates the concept of risk and project risk management,engineering project risk identification,project risk evaluation,project risk response.In Shenyang environmental protection building intelligent project background analysis and risk management planning,this paper introduces the Shenyang environmental protection building project introduction,intelligent project plan overview,intelligent system design,green building project organization structure,intelligent project management system,intelligent project life cycle,intelligent engineering project risk characteristics.The establishment of intelligent project risk management planning is studied,including:risk management objectives,principles of risk management and implementation process,project risk management organization and responsibilities,project construction implementation plan.In the Shenyang environmental protection building intelligent project risk identification and risk assessment part of the project,studied the intelligent initial project risk list and the process of establishing project risk list,through qualitative and quantitative analysis of the risk factors evaluation research,determine the intelligent key risk factors of the project.In risk response and risk monitoring section,studied the intelligent project risk response plan and project risk response measures,this paper discusses the intelligent project risk monitoring plan and monitoring measures,risk tracking,and the implementation of the project post-evaluation method.Finally,this paper introduces the Shenyang environmental protection building intelligent project risk management research conclusions and outlook.
