【摘要】 在软件工程项目建设中,成本管理是软件工程项目管理核心问题之一,其中成本估算与成本控制,对于一个软件工程项目的成功与否,是非常重要的因素。当今我国软件科研机构普遍规模不大,软件项目延期、超出预算、品质低劣甚至项目失败等现象十分严重。尤其是信息系统建设,几乎没有引入项目管理理论指导项目建设,更谈不上对于项目的成本管理,导致电子政务建设面临高投入、高风险,很多项目实施过程中就已搁浅、失败,有的即时建设完成,后期投入跟不上,没有得到广泛应用,最终系统只能成为摆设。因此,探讨适合我国科研机构关于软件工程项目成本管理具有重要意义。本课题就是以项目管理者角度出发,以项目成本管理为主线,探讨了工程项目成本管理的定义、特性等,研究了一些目前常见的经典成本管理体系和方法,如项目成本管理理论体系、COCOMO成本估算模型等主流成本管理框架体系。分析了这些体系提出的成本管理方法、特点和局限性。以这些体系为基础,结合软件工程项目建设特点,提出了适合我单位的一套比较实用的成本管理方法,为同类型科研机构的软件工程项目成本管理提供了借鉴。同时,针对实际的软件工程项目《辽宁省县区政务信息交换项目建设》将设计出的软件工程项目成本管理模式进行了应用,对工程建设过程中需求分析、软件开发、项目采购、工程实施等环节,进行项目成本估算、成本预算、成本控制。更多还原

【Abstract】 In the process of software engineering project construction,cost management is one of the core issues of software engineering project management,in which cost estimates and cost control plays a very key element to the success of a software project.In recent software project management,especially information system construction projects,project delays,over budget,poor quality and even project failure is very serious.Due to the lack of project cost management,e-government construction faces high input and risks.A lot of the project in the implementation process had run aground or failed,and although some construction is completed,the post-investment can not keep up,so as to be not widely used,the final system can only be as decoration.Therefore,it is of great significance for discussing on software project cost management which is suitable research institutions in China.The main line of the paper is in accordance with the contents of the project cost management software projects "the county government information exchange project construction of LiaoNing Province".With the use of the theory of project cost management,borrowing a common classic cost management system and methods,such as the cost management theoretical system,COCOMO cost estimation model which are the mainstream cost management framework system.,we implement project cost estimating,cost budgeting,cost control,and explore the definition and characteristics of the project cost management and so on,in needs analysis software development,project procurement,project implementation of "the county government information exchange project construction of LiaoNing Province".Cost management methods,the characteristics and limitations of these systems is analyzed.Based on these systems,combined with the characteristics of software engineering project construction,a more practical method of cost management suitable for my company is presented,and we provide a reference for the scientific research institutions of the same type of software project cost management.Meanwhile,as for real software engineering project of "the county government information exchange project construction of LiaoNing Province",we implement the software engineer cost management mode.And requirements analysis,software development,project procurement and project implementation of the project is implemented by cost estimates,cost estimates,cost control.更多还原
