【摘要】 随着中国石油化工行业产业结构调整和全球化工产业一体化进程加速,海外工程项目对于国内石油化工行业工程公司越来越重要,而海外EPC项目又是其中的重中之重。海外EPC项目资金金额大,涉及因素众多,具有较大的风险性,因此对于投标项目开展风险管理是保证项目良好执行并盈利的重要措施。本文结合海外EPC投标项目的特点,以阿曼OPIC聚烯烃装置EPC投标项目为研究对象,采用头脑风暴法和检查表法对项目风险进行了识别；利用风险坐标图法针对识别出的风险绘制风险坐标图,筛选出重要风险；通过分析项目风险,建立项目风险评价指标,构建风险评价模型,使用层次分析法(AHP)对于筛选出的重要风险进行风险分析,得到各风险的重要性排序,并利用主观评价法对于项目风险严重性进行评估；对于分析得到的主要风险制定相关的控制策略与措施,来消除或降低项目风险的发生,为项目投标价格的最终决策提供依据,为行业内类似项目的风险管理工作提供了一套行之有效的工作方式,以达到投标项目决策的科学性,降低企业经营风险。更多还原

【Abstract】 With the re-structure in domestic petrochemical industry and acceleration in global chemical industry integration, overseas petrochemical projects become more and more important for domestic petrochemical engineering companies. Among these overseas projects, EPC project always ranks the first priority in business development for these domestic petrochemical engineering companies. It is apparent that there will be many risks as of mega sized project funding and many parties and factors being involved. Therefore, risk management during bidding stage is very important countermeasure to be taken for smooth project implementation and pursuit in profitability.In consideration of the characteristics of overseas project, Oman OPIC EPC polyolefin plant bidding project is as the research object. Project risk identification is conducted by applying brainstorming and project risk check list, and the identified risks are marked on risk map to find out the important risks. Risk assessment index establishment and risk assessment mode-building has been developed and the importance sequence of each risk is find out through AHP. The project risk severity assessment is implied by Subjective evaluation method. After risk analysis, risk response shall be made for each risks by making risk control strategies and countermeasures to eliminate or reduce the occurrence possibilities of project risks. It also can be referred as a set of effective methods for risk management in similar projects, which can maintain the decision-making in a more scientific way during bidding stage as well as reduce business risks to a certain extent.更多还原
