【摘要】 全球价值链、战略性新兴产业、产业集群是当前经济社会关注的焦点。战略性新兴产业是带动我们经济快速发展的重要性产业,是促进区域经济增长的引擎,产业集群已成为其发展的重要组织形式。随着科技进步、国际分工、经济全球一体化的不断推进,使得当前经济社会的竞争日益激烈,战略性新兴产业在以产业集群方式发展同时,如何有效地融入全球价值链已被迫切提上日程。全球价值链所引发的产业活动更有利于形成区域上的集聚,从而更好地带动区域产业集群化发展。随着当前经济新常态下“一带一路”、供给侧结构性改革、中部崛起等经济发展战略的提出,安徽省作为中国新一轮改革开放转型实施的新区域、“长江经济带”重点发展省份之一,战略性新兴产业集群在全球价值链下的发展问题对当前的安徽来说相当的重要,由于安徽战略性新兴产业目前的发展在全球分工体系中总体上仍处于价值链中低端环节,获取附加值较低,利润微薄,如何打破“低端锁定”困境,培育战略性新兴产业集群,使其主动有效地嵌入全球价值链,是实现区域经济振兴,打造区域经济升级崛起亟待解决的重要课题,同时也是当今地方政府有效发展区域地方经济不可或缺的重要手段,因此,这就迫使我们有必要基于全球价值链视角下对安徽战略性新兴产业集群的发展进行深入研究,以更好地实现区域地方经济的快速发展。本文在引入研究背景与意义的基础之上,首先对全球价值链下安徽战略性新兴产业集群发展现状及存在问题进行了研讨,强调其发展不平衡,产业、区域间有较大差异,集群产业大都处于全球价值链中低端环节,产品附加值较低,政府、行业协会、企业协同不够,缺乏向集群升级的有效动力等问题;其次在全球价值链理论基础之上,从国际和国内因素两方面总结了影响安徽战略性新兴产业集群发展的因素,主要包括全球价值链动力机制、全球价值链治理模式、全球产业分工、企业因素、政府因素以及行业协会等因素;再次,通过选取安徽省三个战略性新兴产业集群发展的案例及案例间的相互比较,具体分析了这些因素是如何影响安徽战略性新兴产业集群发展的;最后,基于全球价值链视角下,通过以上对安徽战略性新兴产业集群发展现状、存在问题、影响因素及具体案例的研究分析,提出有利于安徽战略性新兴产业集群优化发展的政策建议。本文的创新之处主要有以下三点:第一,引入全球价值链理论这一比较实用的工具。在以往的研究中,学者大都仅基于全球价值链理论或产业集群理论来分析集群发展的动因、影响因素及路径等,本文则将两者巧妙地结合为一体引入到战略性新兴产业集群发展研究中,分析探讨了安徽战略性新兴产业集群的发展。第二,分析总结出我国七大战略性新兴产业所属的全球价值链动力机制类型,除了新一代信息技术产业和新能源汽车产业属于混合驱动型外,其他五大战略性新兴产业均为生产者驱动型,并针对性的对本文案例涉及到的三个战略性新兴产业领域,分别提出其相应的集群发展升级路径。第三,本文基于全球价值链视角,紧密结合安徽战略性新兴产业集群的实践,通过三个具体案例比较分析,提出了有助于全球价值链下安徽战略性新兴产业集群发展的政策建议。更多还原

【Abstract】 The Global value chain,strategic emerging industries,industrial cluster is the focus of the current economic and social.Strategic emerging industries is an important industry which can lead our economic develop rapidly,it is an economic engine that in promoting regional economic to grow,Industrial clusters has become an important organizational form of the strategic emerging industries development.Along with the progress of science and technology,the international division of labor and the deepening of the global economic integration,the competition of social and economic is becoming more and more nervous.How to effectively integrate into the global value chain has been pressing on the agenda at the same time that strategic emerging industries is developing in the way of industrial cluster.Industries activities which caused by the global value chain are more easy to form the cluster on the regional,thereby it can better promote regional industry cluster development.Along with a series of the current economic development strategy put forward,such as the "new normal",supply-side structural reform,the rise of central China economic development strategy and so on.Anhui province which as the new area of the transformation of China’s development of a new round of reform on the implementation,and also as one important of the "the Yangtze river economic belt" developing province,it is especially important for Anhui province in which the problems about the strategic emerging industry cluster development under the global value chain.Current the development of the strategic emerging industry of Anhui in the global division of labor system is still in the low-end value chain link,the overall gain added value is low and profits is small,how to break the "low-end locking",cultivate strategic emerging industry cluster and make its active effectively inserting into global value chain,which is the important subject to be solved on the realization of regional economic revitalization and build regional economic rise of upgrading,at the same time it is the effective and indispensable important development method for the local government to develop the regional local economy.As a result,it is necessary and will force for us to conduct the thorough research to the development of strategic emerging industry cluster in Anhui based on the perspective of global value chain,in order to better realize the rapid development of the regional local economy.In this paper,based on the introduction of research background and significance,first of all,under the global value chain Anhui strategic emerging industry cluster developmentpresent situation and the existing main problems are discussed in this paper,and points out that the unbalanced development and it have greater differences between industries and regions,industry in the global value chain mostly belongs to mid-range link,products have low added value and the collaboration is not enough among the government,industry association and enterprise,and it is lack of effective motivation to the cluster upgrade and other major issues;Secondly based on the theory of global value chain,from two aspects of international and domestic factors summarized the factors affecting the development of strategic emerging industry cluster in Anhui,dynamic mechanism mainly includes the global value chain,the governance of global value chain model,the global industrial division,enterprise,government and industry association;Again,by choosing three strategic emerging industry cluster development in Anhui province and the compare between the case or case study,in order to conclude the concrete analysis on how these factors influenced the development of strategic emerging industry cluster in Anhui;Finally,based on the perspective of global value chain,through the above of Anhui strategic emerging industry cluster development present situation,existing problems,influencing factors and the study of specific case analysis,and put forward some policies that conducive to optimize the development of strategic emerging industry cluster in Anhui.The innovation of this article mainly has the following three points:First,it is introduces a practical tool of the theory of global value chain.In the previous studies,most scholars only based on the theory of global value chain or industry cluster theory to analyze the motivation,influence factors,path of cluster development and so on,but this article is to introduce both and ingeniously integrated as a whole as a strategic emerging industry cluster study,analyses the strategic emerging industry cluster development in Anhui.Second,it is analysis and summed up China’s seven major strategic emerging industry that belongs to the global value chain of power mechanism type separately,in addition to the new generation of information technology industry and new energy vehicles industry belongs to the hybrid type,the other five strategic emerging industries are driven producer,and pertinent to this article case involves three strategic emerging industries,puts forward the corresponding cluster upgrade path respectively.Third,in this paper,based on the perspective of global value chain,closely combined with the practice of Anhui strategic emerging industry cluster,through the comparative analysis of three specific case,put forwards some countermeasures and Suggestions that is conducive to the development of strategic emerging industries clusters in
