GH化工公司MRO物料采购管理研究

【摘要】 随着经济全球化的深度发展,国内制造企业面临着越来越激烈的竞争环境,降低物资采购费用是每一个制造企业面临的重要课题。物资采购费用包括生产性物料费用和非生产性物料费用,由于生产性物料费用是生产成本的主要组成部分,一直以来都是企业高度关注的内容,直接性物料采购的管理也日臻完善,而非生产性物料,主要指MRO (Maintenance, Repair and Operations)物料,由于物料品种多、采购频繁、价值低等因素,长期未引起企业的重视,MRO物料费用还有较大的降幅空间,同时MRO物料对企业生产运行有着非常关键的作用,尤其对化工企业而言,装置能否长期稳定运行对企业整体效益影响很大,因此提高MRO物料管理水平对国内制造企业有较大的意义。本文以GH化工公司MRO物料采购管理为研究对象,首先阐述了供应链与采购管理、电子化采购、MRO物料管理及供应商管理等相关理论,然后结合采购现状,运用文献资料法、对比分析法、统计调查法,通过实例分析,指出GH化工公司在MRO物料采购计划管理、采购流程管理、供应商管理等方面存在的问题。以先进的供应链管理理论进行指导,同时结合作者本人多年的工作经验,提出了MRO物料需求计划改进措施、电子化采购方案、供应商选择评价及改善供应商关系等四个方面的改进措施。最后提出了改进方案的实施效果评价,从而得出GH化工公司的MRO物料管理水平得到较大提高。本文的创新之处在于提出了MRO物料采购计划管理改进的措施,建立跨部门计划平衡会制度,利用电子采购平台科学控制采购计划提报;结合ERP系统,提出MRO物料电子采购的实施方案,使采购流程更加公平透明,还能降低采购费用;建立一套科学的对供应商选择和评价的体系;提出改善供应商关系的策略。

【Abstract】 With the development of economic globalization, the domestic manufacturing enterprises are facing more and more fierce competition environment, and reducing the cost of materials procurement is an important issue for every manufacturing enterprise. Material procurement costs include production material cost and non production material costs, because the production material cost is the main part of the cost of production, has been highly concerned about the content of the enterprise, direct material purchasing management is becoming more and more perfect, and non production material, mainly refers to the MRO (Maintenance Repair, and Operations) materials, due to material varieties, purchase frequently, value and other factors, not cause the attention of the enterprise, the MRO material cost there is a large decline in space, while the MRO material has a very important role in enterprise production operation, especially for chemical enterprises, long-term stable operation of device can have great influence on the overall efficiency of enterprises, so to improve the MRO material management level of domestic manufacturing enterprises is of great significance.The GH chemical company of MRO materials procurement management as the research object. Firstly, the paper introduces the procurement and supply chain management, electronic procurement, MRO material management and supplier management theory, and then combined with the current situation of procurement, using the method of literature, of ratio analysis method, the survey method, through examples of analysis, GH chemical company in MRO purchasing plan management, procurement process management, supplier management, existing problems are pointed out. With advanced supply chain management theory guidance, and combining with the author’s years of work experience, MRO MRP improvements in four aspects of evaluation and improve supplier relationship improvement measures, electronic procurement program, supplier selection is proposed. At last, the implementation effect evaluation of the improved scheme is proposed, and the MRO material management level of GH chemical company is greatly improved.The innovation of this paper lies in proposed MRO purchasing plan management improvement measures, establish interagency plan balance system, using electronic purchasing platform for scientific control purchase plan and report; combined with the ERP system, MRO materials of e-procurement implementation scheme is proposed, the procurement process more fair and transparent, but also to reduce procurement costs; establishment of supplier selection and evaluation system of a set of scientific, puts forward strategies to improve the supplier relationship.
