中兴通讯光纤通信产品研发项目进度控制研究

【摘要】 伴随着三网融合和宽带中国工程的脚步渐进,各大运营商和广电系统对光纤通信的设备将有着极大的需求。面对巨大的市场需求,光纤通讯设备制造商都加快推进新产品的开发步骤,以期更快的推出新的产品同时占有更大市场以及获取更多的利润。而项目化运作作为新产品开发的过程,能有效的缩短新产品开发时间的同时保证产品质量、降低产品开发成本。本文以中兴通讯股份有限公司新的光纤通信产品C320研发项目为研究对象,对项目的定义以及项目管理的内容进行了简单的说明,运用项目化的方式来开发C320产品,采用工作结构分解的方法分解C320产品开发项目中的所有工作,将C320产品研发项目分解为5个阶段,在将每一个阶段的具体工作分解成单一的项目活动。在确定各项目活动的前后逻辑关系之后,运用类比法和德尔菲法来估算每个项目活动的活动持续时间,根据活动持续时间使用MSProject2010来绘制出产品研发项目的甘特图,在此基础上计算出整个C320产品研发项目的项目周期,同时找出项目的关键路径,在关键路径的基础上引入资源限制,利用关键链的方法首先找出项目活动的关键链,然后在采用改进的1/2缓冲法则优化活动工期,调整项目活动最后得出附有项目缓冲的产品研发项目进度计划。在光纤通信产品C320研发项目的实施中,使用第三章编制的项目进度计划,组建项目团队,并在全过程中进行人员能力提升培训、职能部门决策流程优化以及风险管理,提前的完成了项目所有活动,相比公司计划,提前4个月发布产品且领先于竞争对手,为后续的市场推广争取了更多的时间。通过本文对关键链理论的理解运用,可以在其他软硬件一体的研发项目进度控制中借鉴和应用。
【Abstract】 With the gradual progress of the triple-play and China’s broadband project,the operators and the radio and television system will have a great demand of optical fiber communication devices.To meet the huge market demand,manufacturers are accelerating the progress of developing new products,in order to launch new products faster with occupying more market and making more profits.And as a progress of developing new products,the project operation can effectively shorten the length of time for developing products,meanwhile,ensure products’ quality and reduce costs.This article takes new optical fiber communication products C320 of ZTE company as object,simply illustrates the definition of this project and the contents of project management.The way of developing C320 is to use project operation,divides all works in developing C200 projects through work breakdown structure into 5 steps,then subdivides each step into single actives.After confirming the logical relationship among actives,with estimating the length of time for each projects through analogy method and Delphi method,we draw a product development project’s Cuntt chart by using MSProject2010 according to time.Then we calculate the whole cycle of C320 product development pro ject cycle and find out the Critical Path to this project and introduce resource constraints.Firstly,we find out Critical Chains of activities by Critical Chain project management(CCPM),then use the improved 1 / 2 buffer rule to optimize activity du ration,adjust the activities finally make the developing project scheduling with the project buffer(PB).In the implementation of research and development projects of optical fiber communication products C320,we use project scheduling plans worked out by Chapter 3 to organize teams,provide training to improve stuff members’ abilities,optimize decision progress and risk management in the whole progress.We complete all the actives in advance.Comparing with the plan of our company,we publish the products 4 months earlier than the rivals,which win more time for further marketing promotion.Through the understanding and application of Theory of Constraint(TOC),it can be used for reference and application of the progresses in controlling other software and hardware integration.
