【摘要】 我国经济社会经过近二十年的高速发展,经济社会发展水平得到了迅速提高,与此同时,资源紧缺问题成为制约我国经济社会可持续发展的一个重要方面,阶梯电价有利于缓解当前的资源能源紧缺问题。居民用电电价随着用电量的增大而增多,阶梯电价有利于形成居民节约用电的用电意识,缓解当前的资源能源紧缺问题,促进建设资源节约型社会。党的国家领导十分重视居民阶梯电价的实施,温家宝总理和李克强总理分别对居民阶梯电价做过重要指示。居民阶梯电价与居民的日常生活息息相关,国务院将居民阶梯电价作为一项重要决策必须要得到妥善落实。居民阶梯电价作为我国进行资源价格改革的重要举措,自实施之初就由国家层面从上而下进行安排部署,以保证居民阶梯电价的顺利实施。本文借鉴国内外关于阶梯电价的研究思路和研究方法的基础上,以巴彦淖尔市居民阶梯电价为研究样本,对巴彦淖尔市居民阶梯电价实施情况进行研究,并分析居民阶梯电价实施过程中出现的主要问题,针对问题提出建议。本文首先介绍了居民阶梯电价政策的主要内容及原则,并从阶梯电价政策对居民生活用电和对供电企业售电收入成本两方面对居民阶梯电价政策的影响进行分析。在此基础上,从四个方面对巴彦淖尔市居民阶梯电价进行分析：首先分析巴彦淖尔市居民阶梯电价政策实施现状,其次对巴彦淖尔市居民阶梯电价政策效果进行评价,再次介绍巴彦淖尔市居民阶梯电价取得的成果,最后对巴彦淖尔市居民阶梯电价存在的问题进行分析。针对巴彦淖尔市居民阶梯电价实施过程中的问题,提出针对性的对策建议：首先提高广大居民对阶梯电价政策的认识水平,其次进一步完善和细化居民用电政策具体规定,最后补充完善相关配套政策。更多还原

【Abstract】 After nearly 20 years rapid development of our country’s economy and society, the economic and social development level has been rapidly increase. At the same time, resource shortage problem become an important aspect of China’s economic and social sustainable development. The multistep residential tariff pricing will help alleviate the current shortage of resources and energy. Residential electricity price increases along with the increase in electricity consumption, multistep residential tariff pricing can help the residents to form power consciousness of electricity conservation, to alleviate the current energy resources shortage problem, promote the construction of a resource-saving society.The party leaders of the country attached great importance to the implementation of the multistep residential tariff pricing. Premier Jiabao Wen and Keqiang Li both made important instructions for multistep residential tariff pricing, multistep residential tariff pricing is closely related with the daily life of residents. The state council regard multistep residential tariff pricing as an important decision must be properly implemented. Multistep residential tariff pricing is an important reform of prices for resources in our country. Since the beginning of the implementation, the national arrangement from top and bottom was done to ensure the smooth implementation of multistep residential tariff pricing.Based on the ideas and research methods of related research, the paper which is based on the city of bayannaoer’s residents ladder electricity price as the research sample, classify the main problems exposed in the process of policy implementation, analysis and improvement countermeasures and suggestions.This paper first introduces the main content and principles of residents ladder electricity price policy, and analyzes the influence of the residents ladder electricity price policy from the ladder electricity price policy for residents living power and sell electricity to power supply enterprise revenue cost. On this basis, the paper analyzes the city of bayannaoer residents ladder electricity price from four aspects:first analysis the city of bayannaoer residents ladder electricity price policy implementation present situation, then evaluate the city of bayannaoer residents ladder electricity price policy effect, once again to introduce achievements the city of bayannaoer residents ladder electricity price, finally analyzes existing problems of the city of bayannaoer residents ladder electricity price. For problems in the process of implementation of the city of bayannaoer residents ladder electricity price, the paper puts forward the corresponding countermeasures and suggestions:first, improve the level of the residents’ understanding of ladder electricity price policy, secondly, further improve and refine residential electricity policy specific provision, finally improve the relevant supporting policies.更多还原
