【摘要】 党的十八大强调,要加强和创新社会管理,改进政府提供公共服务方式。明确要求在公共服务领域要更多利用社会力量,加大政府购买服务力度。我国自20世纪末引入政府购买服务以来,上海一直走在全国的前列,尤其是在2009年启动了用福利彩票公益金进行上海市社区公益服务项目招投标工作。虽然近年来在政府政策的支持下,政府购买服务通过多种运作机制取得了不少成绩,但是仍然存在着垄断、低效、腐败等现象。本文针对政府购买公共服务在上海的发展概况进行梳理,分析不同类型的运作机制,结合案例研究和访谈,发现完全和非完全的竞争性购买在一定程度上能发挥社会力量自身优势,提高了公共服务的质量和效率,实践了公开招标的程序,但是存在政府系统与社会力量之间合作基础薄弱等问题。非竞争性购买虽然缺乏竞争性,但是在一定程度上解决了政府公共服务供给不足的问题,也能使得公共服务更多样化、人性化。文章认为要改善运作机制中的不足,需要做到:大力扶持某些领域的社会力量,使更多的社会力量有能力提供服务,形成竞争;加强对社会力量的监管和评估工作,做到时效、针对性,过程公开透明;另一方面,政府在公共服务需要更大范围地放手,从而激励更多的社会力量进入和提高自己。更多还原

【Abstract】 The Eighteenth National Congress of the CPC stressed the need to strengthen social management and innovation, to improve the ways of providing public services. The State Council explicitly requested to use more social forces in providing public service, in order to increase the intens ity of government procurement of services. Since the 20 th century, China has started the government procurement of services. Shanghai has been at the forefront of the national practicing road. Especially the Shanghai Public Service Bidding in 2009 achieves significantly.Although in recent years with the support of government policies, we got a lot of good results through different operational mechanisms. In practice, there are still monopolies, ineffic ient, corrupt and so on. Through the case studies of Shanghai’s experiences, analyzes on different mechanisms in government purchases, interviews and other methodologies, this paper argues that by purchasing services, the competitive purchasing mechanism is a very essential way in improving the quality and efficiency of the public services, but the cooperation between the government and social forces is still week. On the other hand, the uncompetitive purchasing mechanism lacks compete, but to some extend it can solve the lack of demand and provide variable and individualized service.we believe that in order to improve the deficiencies, the followings need to be done: to support on social forces of some areas, so that more social forces have the ability to provide services to compete; to strengthen the monitoring and evaluation of social forces’ work, to be timeliness, relevance, open and transparent; on the other hand, the government should let go a wider range of public services, in order to encourage more social forces to enter these areas and improve themselves.更多还原
