【摘要】 随着国际地位的不断提高和经济社会的迅速发展,我国既面临着国际上的激烈竞争,又面临着日益严峻的人口、能源、环境等问题,要应对这些复杂的全球性问题,破解改革发展中的难题,建设社会主义民主政治决策咨询制度,就必须大力发展高校智库作为国家和各级地方政府科学决策的重要支撑,特别是具有中国特色的新型高校智库的建设发展。本文以高校图书馆智库作为研究对象,以知识生产的相关理论及高校图书馆与高校智库建设的关联性作为研究基础,运用了文献研究法、统计学法、归纳分析法,调查了我国高校智库的建设现状,总结了高校智库建设中存在的问题,分析了高校图书馆智库是如何有效地解决高校智库建设中所存在的问题。目的是通过对高校图书馆智库建设的研究,促进高校社会服务能力的整体提升,顺应高校服务社会的发展趋势,从而推动哲学社会科学发展,并最终实现高校图书馆智库作为中国新型高校智库的建设与发展。本文首先说明了选题的背景和意义,阐述了国内外研究现状,明确了研究内容、研究方法及创新点。在此基础上介绍了图书馆的知识服务,高校智库的知识生产特点,说明了高校图书馆可以与高校智库共同完成知识生产过程开展智库研究。其次,统计调查了143所高校智库,对存在的问题及解决的办法进行了分析。然后,从三个方面论证了高校图书馆智库是高校智库的理想选择。最后,对图书馆为依托的新型高校智库的建设构想进行了探讨,尤其是对高校图书馆智库的组织架构进行了创新,提出了矩阵制组织架构的设想,力图通过矩阵制组织架构降低高校智库建设成本,提高高校人力资源使用效率,提升知识资源共享与知识溢出效应,丰富高校人才培养模式,促进多学科的交流与沟通,最终形成以服务国家与地方政府为宗旨,以科学决策研究为主攻方向,通过组织架构和管理方式的创新,为中国特色的新型智库建设贡献力量。更多还原

【Abstract】 With the rapid development of China’s economy and society,and the continuous improvement of China’s international status,China is facing fierce competition in the international, in the domestic population, energy and the environment problem increasingly serious, to deal with the complex global problems, crack the reform and development of the problem, construction of socialist democratic politics decision-making consultation system, we must vigorously develop the think tank construction, make it become an important support for the party and government and democratic decision-making by law, in order to lead the scientific development of the scientific decision-making of think tank, to think tank’s science advisory support scientific decision-making, especially with Chinese characteristics in the new university think tank.In this paper, University Library think tank is used as the research object, to link knowledge production related theory and University Library and University think tank construction as the basis of the research, using the literature research method, system research method, statistical method, induction analysis method, investigated the status quo of the construction of China’s colleges and universities think tank, and summarizes the problems existing in the construction of colleges and universities think tank, and analyzes the way to solve the problem existed in the think tank.Purpose is through further research on the University Library Construction of tanks new university think tank, promote the construction and development of the university library, conform to the trend of the development of colleges and universities to serve the society, for national public decision-making, improve support services, so as to promote the development of philosophy and Social Sciences, and ultimately to achieve the University Library think tank as the construction and development of China’s new university think tank.This paper firstly explains the background and significance, elaborated the research status at home and abroad, the research contents, research methods and innovation. The introduction of library knowledge service based on knowledge production characteristics of University think tank, the University Library and University think tank to complete theprocess of knowledge production. Secondly, the survey of 143 colleges and universities think tank, the problems and solutions are analyzed. In addition, from the three aspects of university library is the ideal choice of University think tank think tank. Finally, the article expounds to the library for relying on the new university think tank construction,especially the matrix organization structure is envisioned as a concept of university library,a think-tank, and the development trend of China’s new university think tank is prospected.更多还原
