【摘要】 2003年5月,党中央提出了我国农村干部现代远程教育的重要措施,并在有关地区进行了先期试点工作,从此,我国农村干部远程教育就走向了新的阶段。随着试点工作的不断深入,经过总结经验,我国于2005年初对农村干部远程教育在全国范围内广泛展开。本文结合湖南省、湖南、贵州、山东三个试点地区农村干部现代远程教学组织和党员干部管理经验,以问卷调查为主,以党员干部为主体,以卫星传输技术为主要内容的现代远程教育教学管理、教学管理、教学管理存在的问题及影响因素进行了较为全面的探讨。并以衡水市为例,采取系统分析、问卷调查、案例分析、文献研究等方法,对新形势下农村干部面临的新任务进行了有益的探索。农村干部远程教育,是现代远程教育对农村干部的延伸和扩展,是在农村建立学习型社会服务,满足农村党员和终身学习的需要。对于农村干部远程育的发展规划要本着可操作性强、充分利用现有资源为原则,全面加强人力资源建设,提高各站点的管理机制,配足合格的人员。在教育内容方面要有利于当地的经济发展和实践,有利于提高农村干部的综合素质[1]。通过就如何推进模式的教学和教学管理,建立科学的管理、规范化运作的农村干部远程教育工作机制进行了深入的剖析,对如何把握时代需求的农村党员发展和建立开放型、多功能、广覆盖、高质量的教育和培训体系有着深远的意义。更多还原

【Abstract】 In May 2003, the CPC Central Committee put forward the rural cadres of Modern Distance Education in China(hereinafter referred to as the important measures of agricultural dry). Farmers do with traditional school education distance education in the guiding ideology clear differences. Combined with in Hunan Province, Hunan, Guizhou,Shandong three pilot areas of modern distance teaching organization and management of Party members and cadres experience, based on questionnaire survey, to Party members and cadres as the main body, in the main content of modern distance education and teaching management, teaching management, teaching management of satellite transmission technology is based on the existence problems and the influence factors of comprehensive study. The Hengshui City as an example, take system analysis,questionnaire investigation, case analysis and other research methods, rural cadres under the new situation facing the new task of the beneficial exploration, is the extension and expansion of modern distance education of rural cadres, is in the countryside is established to study the social service, to meet the needs of rural Party members and lifelong learning.On how to promote the mode of teaching and teaching management, establish a scientific management, standardized operation of agricultural dry the working mechanism of in-depth analysis. The establishment of an open type, how to grasp the needs of the times of the rural Party members and multi-function, wide coverage, high quality education and training system is studied.By means of the combination of public management and related knowledge, theory and practice method, the management of modern distance education teaching basic principle, management mechanism, team construction, evaluation system, teaching information feedback and corresponding policies and measures.
