【摘要】 党的十八届三中全会通过的《决定》指出完善中国特色社会主义制度,推进国家治理现代化是我国全面深化改革的总目标。后习总书记在全国人大成立60周年大会上的讲话指出,人大制度不仅是中国特色社会主义制度的重要组成部分,而且是支撑我国国家治理体系和治理能力的根本政治制度。可见在中共提出国家治理现代化的这一新形势新要求下,人大制度在国家治理现代化中占有十分重要的地位,对国家治理现代化的推进具有重要的制度保障意义,故而研究人大制度在国家治理现代化中的地位和作用是非常关键和重要的。要实现国家治理现代化,首先必须了解国家治理的概念和内容,尤其要掌握衡量国家治理现代化的基本标准,目前国家治理现代化应至少以制度化、民主化、法治化、协调化、效率化这五个标准去衡量。而代议制度作为国家治理发展历程中一项制度的创新,在近现代国家治理中具有重要地位,中国式代议制即人大制度在现代国家治理中也有重要地位和作用。人大制度是我国的根本政治制度,居于中国特色社会主义制度的核心地位,在推动国家治理现代化中具有主导地位。而且人大制度从其建立、运作、职能、性质及与政党的关系等方面都对国家治理制度化、民主化、法治化、效率化、协调化等现代化目标的实现具有重要的制度保障作用。同时,国家治理现代化对人大制度提出了一系列的新要求和高标准,急需进一步改进和完善人大的立法、监督及工作机制,以更好的适应国家治理现代化更高要求。对此,也提出了一些相应的完善意见。更多还原

【Abstract】 The third plenary session of the 18 through “resolution” says to improve the system of socialism with Chinese characteristics, promoting the modernization of national is comprehensively deepen the overall goal of the reform in our country.Xi in the 60 th anniversary of the founding conference of National People’s Congress general secretary’s speech, national people’s congress system is an important part of the socialist system with Chinese characteristics, supporting China’s national management system and management ability of fundamental political system. This give full play to the role of the National People’s Congress system, the system has important significance to the modernization of national governance. So study the position and role of the National People’s Congress system in the modernization of national governance is very critical and important.To modernize the country governance, we must understand the basic measure of modernization of national governance. It should be at least to institutionalization, democratization, legalization, harmonization and efficiency to measure the five standards. However, representative system in development as a national governance system innovation, has the important status in the modern state governance, Chinese representative system of the National People’s Congress in the modern state governance also has important position and role. National People’s Congress system is Chinese fundamental political system, the core of the socialist system with Chinese characteristics has a dominant position in promoting the modernization of national governance to promote national governance institutionalization, democratization, legalization, efficiency and harmonization plays an important role to achieve the goal of modernization.Meanwhile, the country’s modernization of governance to the National People’s Congress system in such aspects as legislation, supervision, working mechanism, put forward a series of new requirements and high standards, we need to reform and improvement of people’s congress system, in order to adapt to the modern higher requirements of national governance.
