【摘要】 随着我国经济社会发展进入新常态,区域经济的包容性发展成为人们关注的热点话题。从经济发展和产业结构来看,河北省是京津冀地区的相对外围区域,在三地间协同发展的背景下,优化升级产业结构,有利于河北省经济发展水平的提升,还有利于京津冀地区产业的合理布局,进而解决以雾霾为代表的一系列由于产业结构不合理引起的问题。本文以上述作为背景,将研究主要分为五个部分。第一部分是文章的导论,分析本文的研究背景意义、国内外研究现状、研究思路与方法,并提出本文的创新点。第二部分对本文所使用的区域产业结构优化升级概念和理论基础进行论述,并对区域产业结构配置标准和优化升级评价标准进行分析,剖析区域产业合作的条件、模式及优化升级的影响因素。第三部分详细论述河北省产业结构现状及存在的问题。通过对河北省产业结构演进及现状的分析,提出河北省在京津冀协同发展背景下存在的问题,即与京津两地产业同构化和产业链断裂并存、自身主导产业资源消耗高、创新力不足等。第四部分对东京圈外围地区利用区域协同发展实现产业结构升级经验进行分析。东京外围地区通过区域发展的向心和离心作用,并在高端化的发展过程中实现区域产业结构的优化升级。第五部分为河北省在京津冀协同发展背景下最终实现产业结构优化升级提出的对策建议,即完善京津冀产业链、创新协作模式与共建合作平台。其中,完善京津冀产业链需要从构建农业生态产业链、发展工业低碳产业链和完善服务业产业链三方面着手;创新协作模式则要重点突出县域经济在协同发展中的重要作用,发展特色产业协作,建立产学研合作机制;共建合作平台则需要着眼于健全京津冀合作机制,强化生态补偿机制,加强基础设施建设。更多还原

【Abstract】 With social and economic development has entered the New Normal, the inclusive of the regional development has become a hot topic at present. From the point of economic development and industrial structure, Hebei Province is the peripheral area of Beijing-Tianjin-Hebei region. Under the background of the coordinated development, the optimization and upgrading of the industrial structure of Hebei Province, can not only be beneficial to the economic development of Hebei Province, but also be beneficial to make the layout of industrial arrangement of Beijing-Tianjin-Hebei more reasonable and solve the problems which caused by unreasonable arrangement of industries, such as haze.Based on the thoughts above, this paper can be divided into five parts. The first part is the introduction, mainly introducing the background and significance of this study, worldwide and domestic studies with views and methods, and points out the innovation points of the study. The second part is the elaboration of relevant concepts and theories of the regional industrial optimization and upgrading, analyzing the standards of optimization and evaluation, and draw a conclusion about the relationship of leading industries and the upgrading of industrial structure, then analyzing the influential factors. The third part is introducing the current situation and analyzing the problems of Hebei’s industrial structure. By analyzing the evolution and the current situation of the industrial structure of Hebei Province, the paper puts forward the problems of it under the condition of coordinated development of Beijing-Tianjin-Hebei, such as the convergence and chain breaking of the industries, the dominant industries’ heavy pollution and lack of innovation. The forth part is to describe the experiences of the outside regions of Tokyo Metropolitan Circle. Its outside regions use the functions of centripetal and centrifugal effects, and make the industries high-end oriented to realize the optimization and upgrading of industrial structure. The fifth part is to put forward the countermeasures and suggestions to the optimization and upgrading of Hebei Province with the opportunity of the coordinated development of Beijing-Tianjin-Hebei, namely completing the industrial chains of Beijing-Tianjin-Hebei, creating the cooperation modes and smoothing the path of development. Completing the industrial chain needs to build the agriculture chain ecological, make the industry chain low-carbon and perfect the services industrial chain; Innovating the cooperation mode needs to highlight the important role of country economies, develop characteristic industries and establish production-study-research cooperation mechanism; building the platform of cooperation is to improve the cooperation mechanism, strengthen the ecological compensation mechanism, and intensify infrastructure construction更多还原
