【摘要】 目前,我国公路建设正处于大规模发展时期,投资规模大、建设标准高。面对大规模公路建设物资的需求,需要高规格的物资保障。针对公路建设物资,尤其是重点公路建设物资的采购提出科学的采购管理模式,不但降低建设物资采购供应成本,保证工程物资采购供应质量,对于保证公路工程建设质量、提高公路工程建设投资效益,具有非常重要的意义。本文通过对内蒙古自治区重点公路建设物资沥青采购供应现状的分析,找出利弊。并以省道203线满洲里至阿拉坦额莫勒一级公路建设项目及满洲里至新伯鲁克三级公路建设项目为例制定沥青供应实施方案。得出按照“项目归集、统一采购”模式采购沥青,从采购管理、物资储备及配送管理、结算管理和监督管理等方面制定出内蒙古自治区重点公路建设项目沥青集中采购具体实施方案,继而逐步打造起融物资采购功能、贸易融资功能、物资监管功能为一体的全区重点公路建设主要物资的物资供应平台,充分发挥全区重点公路建设主要物资的流通主渠道作用,促进全区重点公路建设更好更快发展。更多还原

【Abstract】 At present, highway construction of China is in period of large-scale development, with the large scale investment and the high quality standards of construction. Because of the large-scale needs of highway construction materials, the high specification material support is required. The scientific mode of highway construction materials, especially major highway construction materials purchasing not only reduce the cost and maintain quality of construction material supply, but also be very effective in ensuring the highway construction quality and in improving investment benefit of highway construction.This paper analyze the state of asphalt purchasing and supply of major highway in the Inner Mongolia autonomous region, and find out the pros and cons. This paper studies the implementation program that used to supply asphalt in two projects, which are the project of203 provincial first grade highway between Manchuria and Alatannga Moeller and the project of third grade highway between Manchuria and New Boluke, then in many ways which are procurement management, material reserves, distribution management, settlement management and supervision management, presents the asphalt centralized purchasing implementation program of main highway construction project in Inner Mongolia, which is asphalt purchasing should follows the pattern that is "gather together demands of projects,and harmonize procurement ".And step by step, finally this program will build a asphalt material supply management platform of main highway construction project in Inner Mongolia which united material procurement function, trade financing function and material oversight function as one, this play a crucial role in the main channel of highway construction supplies, and this will promote major highway construction in Inner Mongolia to develop better and faster.更多还原
