【摘要】 随着国际交流与合作愈来愈频繁和密切,我国高等教育也逐渐走向国际化的发展道路,越来越多来华留学生涌入我国的高等院校。高校与政府之间的协作关系日渐成为共同应对来华留学生监管问题中的核心关系之一,来华留学生监管问题不单是高校的问题,更是政府与高校共同的协作治理问题。我国来华留学生的监管工作,是政府部门与教育机构、大专院校等的协作治理,共同应对来华留学生的监管问题。本文主要运用文献分析法、比较分析法和案例分析法等,以广州市地方政府与华南理工大学对来华留学生的协作监管为例,借鉴合作治理理论、政府与社会关系理论,从三个方面进行深入研究政府与高校在来华留学生监管中的协作机制运行情况。首先分析当前来华留学生监管中政府与高校的协作机制及其运行的基本情况,对政府和高校各自的职责以及相互关系进行梳理,再引入广州市政府与华南理工大学的协作的例案例进行分析;其次总结提出广州市政府与高校协作监管来华留学生过程中存在的五方面问题,并就这些问题的成因进行分析;最后从国内外经验借鉴、职责定位、完善规范、宣传引导以及借助地方协会力量等五个方面提出对来华留学生政府与高校协作监管中的一些对策思考。更多还原

【Abstract】 With more and more frequent and close international exchanges and cooperation, our country’s higher education also gradually toward internationalization road of development, more and more foreign students come into the colleges and universities of our country. As the relationship between university and government increasingly become one of the core relationship of the management, foreign student management is not only the problem in colleges and universities, but also the management of the government and universities jointly coordination problems. In this paper, using literature analysis, comparative analysis and case analysis, etc., with the local government in Guangzhou and South China University of Technology cooperation regulation of foreign students as an example, draw lessons from the theory of cooperative governance, government and social relations theory, further research on the operation of the cooperation mechanism of the government and the universities in the supervision of international students from three aspects. First from the basic situation of the current cooperation mechanism of foreign students in the college and the government supervision and operation, combing the government and the University’s respective responsibilities and the relationship between them, analyzing the cases of the cooperation between Guangzhou government and the SCUT; Second from the paper puts forward five problems in the process of the cooperative supervision between Guangzhou government and university, and the causes of these problems are analyzed.
