【摘要】 企业社会责任作为一个概念早在20世纪初期就被西方学者提出,20世纪70年代之后,西方经济蓬勃发展,随之也产生了一系列的环境等社会问题,人们开始越来越关注企业社会责任,进入21世纪以后,国内外相继发生了企业社会责任缺失事件。我国企业社会责任缺失状况,主要表现在三个方面,首先消费者权益未能得到切实有力的保护;其次仍有许多劳动者的工作环境不能达到安全、健康的标准;最后企业不重视环境保护问题,不顾一切追求经济利益,对环境造成了极大的损失。对于目前企业社会责任的缺失现象,有企业自身的原因,也有政府的原因。而政府作为社会的管理者应承担一定责任。本文选择政府对企业社会责任的规制这一课题进行研究,以惠州仲恺高新区管委会为研究对象,综合运用文献研究、调查研究、案例研究等方法,根据提出问题、分析问题、解决问题的基本写作思路,围绕政府加强企业社会责任规制这一主题思想,结合公共管理理论、市场失灵理论等,通过对惠州仲恺高新区管委会在企业社会责任规制的现状进行具体探讨,深入分析了其在企业社会责任规制方面存在的典型问题,并对问题的成因进行了深挖,围绕这些问题以及问题成因,提出了惠州仲恺高新区管委会加强企业社会责任规制的具体策略。文章首先对于研究背景与意义、研究方法与技术路线、国内外研究文献述评、研究内容与创新等内容进行了阐述,引出了要研究的课题,明确了论文写作基本路线,掌握了国内外这一课题的基本研究现状,阐明了本文的创新。然后对于企业社会责任、政府规制等概念进行了界定,探讨了政府对于企业规制的依据、内容以及工作,论述了企业社会责任政府规制理论,为论文的写作夯实了理论基础。最后全面地探讨分析了惠州仲恺高新区管委会对企业社会责任规制的现状,分析了其在企业社会责任规制中存在的典型问题以及原因,提出了惠州仲恺高新区管委会加强企业社会责任规制需要从规制理念更新、完善政策制度、调整职能定位、完善激励约束、发挥社会监督以及提升规制刚性等方面着手的基本观点,只有保证以上措施的全方位开展,仲恺高新区才能加快辖区企业社会责任建设的进程,才能真正实现企业和社会的可持续发展。更多还原

【Abstract】 Corporate Social Responsibility as a concept in the early 20 th century, it was proposed Western scholars, after the 1970 s, the Western economy is booming, and with it produced a series of environmental and other social issues, there is an increasing focus on corporate social responsibility the 21 st century, at home and abroad have occurred in the absence of corporate social responsibility event. Lack of corporate social responsibility in China, and mainly in three aspects, first the interests of consumers have not been practical and effective protection; secondly there are still many workers can not reach safe working conditions, health standards; enterprises do not pay attention to environmental protection issues last desperate pursuit of economic interests, the environment caused great losses. Deficiency of the current corporate social responsibility, have their own reasons, but also the government’s reasons. The government as a social manager should bear some responsibility.The government social responsibility from the perspective of the subject of the research on the regulation of enterprises, to Huizhou Zhongkai high tech Zone as the research object, the integrated use of literature research, survey research, case studies and other methods, according to the basic idea of writing questions, analyze and solve problems, strengthen the government around the theme of corporate social responsibility regulation thought, the combination of public management theory, market failure theory, through analyzing the present situation of enterprise regulation of the high-tech zone are discussed for Huizhou Zhongkai, analyzes the typical problems of liability will in the enterprise, and for the cause of the problem was deep, around the causes of these problems and problems, put forward Huizhou Zhongkai hi tech Zone specific strategies to enhance corporate social responsibility regulation. Firstly, this paper expounds the background and significance, research methods and technical route, research literature review, research content and innovation, etc., leads to the subject of research, clear the basic line of writing this paper, master the basic research status of this topic, and clarify the innovation of this paper. Then, it defines the concept of corporate social responsibility, government regulation, and discusses the government’s basis, content and work, and discusses the theory of corporate social responsibility government regulation, which lays a solid theoretical foundation for the paper. Finally, a comprehensive discussion on the analysis the status of Huizhou Zhongkai hi tech Zone on the regulation of corporate social responsibility, problems and reasons existing in the regulation of corporate social responsibility is analyzed.
